Claim for Reimbursement of Cost of Currency Conversion

An advance decision was requested regarding an employee's claim for reimbursement of certain travel expenses resulting from a currency exchange at an unfavorable rate. The unfavorable exchange rate was to comply with a U.S.S.R. requirement that payment for a hotel room in Moscow be made in hard currency. The claim may be allowed under regulations permitting reimbursement for miscellaneous expenses necessarily incurred for official purposes. The cost of the cablegram for the initial hotel reservation is also reimbursable.
