Protest Against Agency Finding of Nonresponsibility

The protester objected to the agency's decision not to make a contract award to it based on a determination that it was not responsible. The contracting officer's determination that the bidder was not responsible based on a preaward survey recommendation of "no award" was affirmed by the Small Business Administration's denial of a Certificate of Competency.
