The protester objected to the agency's failure to include its technically acceptable proposal in the competitive range. The agency's decision to exclude the protester's proposal from further negotiations was not arbitrary or unreasonable since award was to be made based on the lowest price of a technically acceptable proposal. It was not likely that the protester would reduce its $491,373 offer by over $200,000 during negotiations.
