Agency Decision Not To Set Aside Procurement for Small Business

The protester objected to the agency's determination not to set aside a requirement for award to the protester through the subcontracting procedures of the Small Business Act and the subsequent determination to procure the requirement on a competitive basis. The agency's determination not to set aside a procurement for small business was not subject to review by GAO.
