Error in Bid for Surplus Vehicles and Parts

A bidder claimed that he made an error on one item of his bid for surplus vehicles and parts. The error was apparent on the face of the bid. Since the contracting officer was on constructive notice of a possible error and did not seek bid verification, the contract may be rescinded.
