A Naval reservist appealed a settlement disallowing his claim for reimbursement of travel expenses. The member's enlistment agreement indicated that upon completion of active duty for training he would be released to inactive duty for 30 days; instead, he was ordered to his new duty station with 15 days' leave en route. While on leave he traveled at personal expense to his home and then to the new duty station. Since the travel was for personal reasons and not pursuant to orders, he was not entitled to reimbursement, notwithstanding the enlistment agreement.
