A company protested the change in the Standard Industrial Classification (SIC) Code for a total small business set-aside subsequent to the submission of proposals. The allegation that the change violated procurement regulations was academic and not for consideration since the solicitation was subsequently cancelled. The allegation that the change was arbitrary and capricious was not sustained since the contracting officer acted within his authority when he found that the original SIC Code was incorrect. Therefore, the request for proposal preparation costs was denied. The protest against the resolicitation was untimely since it was not filed prior to the closing date for receipt of initial proposals under the new solicitation.
