A company claimed that a competitor's bid was materially unbalanced. Bids were recalculated based on significantly different estimates from those in the solicitation. Where mathematically unbalanced bids have been submitted, the soundness of the solicitation should be determined on the basis of the magnitude of variation between estimated quantities set out in the solicitation and succeeding estimates, whether the low bidder remains low under succeeding evaluations, and the impact on competition of inserting new evaluation criteria into the solicitation after bid opening. Accordingly, no award should be made under this solicitation, and resolicitation should be based on new estimates of needs.
