A decision was requested concerning the indebtedness of a military member for excess costs to the government for an overweight shipment of household goods incident to a permanent change of station. While the member was assigned to an overseas post to which shipment of a limited weight of household goods was authorized, the weight limitation on return shipments of such goods was raised for a 6-month period. The member was subject to the reimposed weight limitation which was in effect at the time of his return since his purchases gave him no right under regulations to ship those goods after the limit was reimposed.
