The protester objected to the award of a contract, alleging improprieties in the conduct of the negotiations and in the contract award. Since the procurement was conducted under the Foreign Military Sales Act, it did not invovle a charge to an appropriation account subject to settlement by GAO. Since GAO could not require remedial action even if the agency failed to comply with the rules generally applicable to Government procurement, the protest was dismissed.
