Request for Rescission of Sales Contract Because of Bid Error

The agency recommended that a sales contract be rescinded because of an alleged erroneous overbid. The contracting officer was on constructive notice of possible error since there was a wide disparity in the successful bid price, the market appraisal, and successive bids, and inconsistency between the successful bidder's unit price and total price. The contract may, therefore, be canceled.
