Highlights
The contractor requested relief from a mistake in bid alleged after mailing of the notice of award but prior to receipt of the notice. The invitation for bids specified that a binding contract would result when the written award was "mailed or otherwise furnished" to the successful bidder. The bidder was not entitled to correction of the mistake since the award became effective when the award notice was deposited in the mail. The mistake in bid alleged after award could not be corrected since the contracting officer was not on actual or constructive notice of the alleged error prior to the award.
