Acceptability of All or None Bids

A company protested the award of a contract under a small business set-aside, maintaining that it was not apprised that all or none bids were acceptable. Standard Form 33A clearly permits all or none offers, and the multiple award clause of the solicitation did not prohibit such awards. A protest concerning the successful bidder's responsibility was not considered because GAO does not generally review determinations of responsibility.
