Clarification of Statement in Prior Decision

The protester requested reconsideration of a decision rejecting its protest that another bidder had certified itself in bad faith to be a small business manufacturer of the item solicited. The decision was clarified to indicate that both the Small Business Administration (SBA) Regional Office and the SBA Size Appeals Board found the awardee other than a small business by reason of affiliations, although on different grounds.
