An unsuccessful bidder contended that the agency improperly determined that its samples of surplus materials were used and refurbished. The determination that the parts were used was rational, and it cannot be concluded that the agency's needs could have been satisfied through the use of "used or reconditioned" assemblies. A protest against denial of the bidder's request to submit additional samples was untimely filed more than 6 months later.
