Highlights

A company protested award of a contract, contending that the contract did not conform to certain mandatory requirements in the solicitation. Questions concerning the awardee's ability to comply with the contract's requirements are for resolution by the contracting agency. The awardee and the agency could not reach agreement concerning maintenance response time; the award should not be disturbed for this reason but, in the future, optional maintenance plans should not be selected.
