An Air Force member appealed the disallowance of his claim for per diem and recredit of leave for a period of delay en route to his new duty station. Leave was properly charged for the period of delay since there were flights available at dates earlier than that of the member's reserved flight. However, leave should not be charged for days of travel, and the member was entitled to per diem and baggage handling charges for those days.
