Annual Leave Charge while in Constructive Travel Status

A decision was requested concerning annual leave charges for employees who performed official travel on a nonworkday when they could have traveled on a workday designated for travel. Travel entitlements should be determined as if the employees had traveled on the designated date of travel, and the employees should not be charged leave for any time they would have spent in travel status.
