ENCLOSED IS A COPY OF OUR DECISION OF TODAY, DENYING THE PROTEST OF THE NORTON COMPANY AGAINST THE SOLE-SOURCE AWARD OF CONTRACT NO. F33657 72-C- 0947 TO THE CARBORUNDUM COMPANY UNDER REQUEST FOR PROPOSALS (RFP) NO. F33657-72-R-0947, ISSUED BY THE GUNSHIP PROGRAM OFFICE, AERONAUTICAL SYSTEMS DIVISION, WRIGHT-PATTERSON AIR FORCE BASE, OHIO.

HOWEVER, IN VIEW OF THE FACT THAT NORTON HAS INDICATED THAT IT CAN DELIVER ARMOR AS QUICKLY AS ANY OTHER MANUFACTURER SINCE IT HAS A CONTINUOUSLY OPERATING ARMOR PRODUCTION GROUP AND CAN FURNISH A QUOTATION WITHIN A MATTER OF DAYS AFTER BEING REQUESTED, WE RECOMMEND THAT STEPS BE TAKEN TO ASSURE THAT COMPETITION IS OBTAINED IN THE FUTURE. ALTHOUGH IT IS INDICATED IN THE REPORT TO OUR OFFICE THAT A PROCUREMENT LEAD TIME OF 155 DAYS IS THE NORMAL TIME FOR CONSUMMATING A COMPETITIVE NEGOTIATED PROCUREMENT, WE BELIEVE THAT PROCURING ACTIVITIES SHOULD BE ENCOURAGED TO CONSUMMATE SUCH COMPETITIVE PROCUREMENTS IN A SHORTER PERIOD OF TIME WHERE THE EXIGENCIES OF THE SITUATION REQUIRE.

WE WOULD APPRECIATE BEING ADVISED OF THE ACTIONS TAKEN IN THIS REGARD.

THE PROTEST WAS THE SUBJECT OF REPORT LGPM DATED NOVEMBER 6, 1972, FROM THE CHIEF, CONTRACT MANAGEMENT DIVISION, DIRECTORATE, PROCUREMENT POLICY, DEPUTY CHIEF OF STAFF, SYSTEMS AND LOGISTICS.
