A decision was requested regarding the eligibility of two military members for payment of cost-of-living allowances incident to their absence from their permanent duty stations overseas in a leave status. Since the members were not entitled to cost-of-living allowances at their permanent duty stations, they were also not entitled to such allowances for the periods of their leave. In any event, military members are in no instance entitled to cost-of-living allowances while on leave involving return to the United States.
