The Defense Supply Agency requested an advance decision as to the proper computation of per diem and the propriety of a charge against annual leave for excess travel time in connection with temporary duty performed by a Defense Supply Agency employee. The employee traveled by privately owned automobile, but the Defense Supply Agency notes that his travel time would have been reduced had he chosen to travel on a commercial airline.
