ADVICE OF DISCREPANCY IN LETTERS AND DOCUMENTS FURNISHED BY AIR FORCE WITH RESPECT TO HOW THE EVALUATION OF PROPOSALS WAS CONDUCTED. SECRETARY: REFERENCE IS MADE TO THE LETTERS OF SEPTEMBER 19. WE ARE ENCLOSING A COPY OF OUR LETTER OF TODAY TO THE PROTESTER. ALTHOUGH WE HAVE DENIED THE PROTEST. WE BELIEVE THAT THE LETTERS AND DOCUMENTS FURNISHED BY THE AIR FORCE CONTAIN A DISCREPANCY WITH RESPECT TO HOW THE EVALUATION OF PROPOSALS WAS CONDUCTED. THIS IS DISCUSSED MORE FULLY IN THE ENCLOSED LETTER. WE ARE RETURNING HEREWITH THE PROPOSALS OF AVCO AND THE TUMPANE COMPANY. WHICH WERE FURNISHED TO US IN CONNECTION WITH THIS MATTER.

REFERENCE IS MADE TO THE LETTERS OF SEPTEMBER 19, 1972, AND JANUARY 31, 1973, FROM THE CHIEF, CONTRACT MANAGEMENT DIVISION, DIR/PROCUREMENT POLICY, DCS/S&L (LGPM), REGARDING THE PROTEST OF AVCO INTERNATIONAL SERVICES DIVISION AGAINST AWARD OF A CONTRACT UNDER REQUEST FOR PROPOSALS (RFP) F25607-72-R-0001, ISSUED BY OFFUTT AIR FORCE BASE, NEBRASKA, FOR THE OPERATION AND MAINTENANCE OF GLASGOW AIR FORCE BASE, MONTANA.

WE ARE ENCLOSING A COPY OF OUR LETTER OF TODAY TO THE PROTESTER.
