BID PROTEST - METHOD OF EVALUATION CONCERNING A DECISION DENYING THE PROTEST OF LEHIGH ELECTRONICS, INC., AGAINST AWARD OF A CONTRACT TO CANADIAN COMMERCIAL CORPORATION UNDER AN RFP ISSUED BY THE NAVY ELECTRONICS SUPPLY OFFICE. ALTHOUGH THE ACTION OF THE CONTRACTING OFFICER IN UNDERSTATING THE FOLLOW -ON PORTION OF THE ESTIMATED REQUIREMENT DID NOT AFFECT THE RELATIVE STANDING OF THE OFFERORS HERE, IT IS RECOMMENDED THAT APPROPRIATE ACTION BE TAKEN TO PREVENT THE USE OF THIS ERRONEOUS PROCEDURE IN FUTURE PROCUREMENTS.

ENCLOSED IS A COPY OF OUR DECISION OF TODAY, DENYING THE PROTEST OF LEHIGH ELECTRONICS, INC., UNDER RFP N00126-72-R-1XM231.

AS NOTED IN OUR DECISION, THE CONTRACTING OFFICER UNDERSTATED THE FOLLOW- ON PORTION OF THE ESTIMATED REQUIREMENT BY SIX UNITS. ALTHOUGH SUCH ERROR DID NOT AFFECT THE RELATIVE STANDING OF THE OFFERORS HERE, WE RECOMMEND THAT APPROPRIATE ACTION BE TAKEN TO PREVENT USE OF THIS ERRONEOUS PROCEDURE IN FUTURE PROCUREMENTS.
