THERE IS NO NECESSITY FOR CONSIDERATION OF THIS SUGGESTION. YOUR INQUIRY IS RELATED SPECIFICALLY TO THE PROBLEM OF STUDENTS EMPLOYED FOR THE SUMMER. ENTITLED "EARLY PAYROLLING FOR 1971 SUMMER EMPLOYEES" - ISSUED EACH YEAR AS PART OF SUMMER PROGRAM ACCORDING TO CIVIL SERVICE COMMISSION - WAS DESIGNED TO EASE THE CASH PROBLEM OF SUMMER EMPLOYEES PRIOR TO RECEIPT OF THEIR FIRST PAYCHECK. THE TREASURY DEPARTMENT'S DIVISION OF DISBURSEMENT IS INFORMING ITS DISBURSING OFFICES TO EXPECT SUPPLEMENTAL PAYROLLS FOR THIS PURPOSE. ONE-DAY SERVICE WILL BE PROVIDED - A SUPPLEMENTAL PAYROLL RECEIVED BY THE DISBURSING OFFICE AT THE OPENING OF A BUSINESS DAY WILL BE PAID THAT DAY AND A PAYROLL RECEIVED LATER IN THE DAY WILL BE PAID THE FOLLOWING DAY.

CIVILIAN EMPLOYEES - EARLY PAYMENT OF PAY DECISION REGARDING THE PROBLEM OF NEW EMPLOYEES, PARTICULARLY STUDENTS EMPLOYED FOR THE SUMMER, IN MEETING EXPENSES PENDING RECEIPT OF THEIR FIRST PAY CHECK. THE SUPPLEMENTAL PAYROLL PROCEDURE ESTABLISHED BY CIVIL SERVICE BULLETIN NO. 550-20 OF JUNE 9, 1971, WOULD APPEAR TO PROVIDE MONEY TO THE EMPLOYEES SOONER THAN THE METHOD SUGGESTED HERE. ACCORDINGLY, THERE IS NO NECESSITY FOR CONSIDERATION OF THIS SUGGESTION.

WE REFER FURTHER TO LETTER OF AUGUST 5, 1971, FROM MR. JOHN A. BUGGS, ACTING STAFF DIRECTOR, CONCERNING THE PROBLEM OF NEW EMPLOYEES IN MEETING EXPENSES PENDING RECEIPT OF THEIR FIRST PAYCHECK. YOUR INQUIRY IS RELATED SPECIFICALLY TO THE PROBLEM OF STUDENTS EMPLOYED FOR THE SUMMER.

YOU STATE THAT ONE OF YOUR EMPLOYEES SUGGESTS A PLAN WHEREBY $100 WOULD BE DEDUCTED AUTOMATICALLY FROM EACH NEW EMPLOYEE'S FIRST PAYCHECK. EACH NEW EMPLOYEE, WHEN HE HAD WORKED ENOUGH TIME TO EARN HIS FIRST $100, WOULD SIGN A VOUCHER AND BE GIVEN A $100 CHECK FROM THE AGENCY'S PETTY CASH FUND.

YOU ASK WHETHER WE WOULD OBJECT TO AGENCY IMPLEMENTATION OF SUCH A PLAN AND, IF NOT, WHETHER WE WOULD RECOMMEND SUCH A PLAN THROUGHOUT THE GOVERNMENT.

CIVIL SERVICE BULLETIN NO. 550-21 OF JUNE 9, 1971, ENTITLED "EARLY PAYROLLING FOR 1971 SUMMER EMPLOYEES" - ISSUED EACH YEAR AS PART OF SUMMER PROGRAM ACCORDING TO CIVIL SERVICE COMMISSION - WAS DESIGNED TO EASE THE CASH PROBLEM OF SUMMER EMPLOYEES PRIOR TO RECEIPT OF THEIR FIRST PAYCHECK. BULLETIN NO. 550-21 STATES IN PART:

"WE URGE THAT AGENCIES SPEED UP PAYMENT BY PUTTING THESE EMPLOYEES ON SUPPLEMENTAL PAYROLLS, EVEN ON A DAILY BASIS IF NECESSARY, UNTIL THEY CAN BE WORKED INTO REGULAR PAYROLLS. THE TREASURY DEPARTMENT'S DIVISION OF DISBURSEMENT IS INFORMING ITS DISBURSING OFFICES TO EXPECT SUPPLEMENTAL PAYROLLS FOR THIS PURPOSE. ONE-DAY SERVICE WILL BE PROVIDED - A SUPPLEMENTAL PAYROLL RECEIVED BY THE DISBURSING OFFICE AT THE OPENING OF A BUSINESS DAY WILL BE PAID THAT DAY AND A PAYROLL RECEIVED LATER IN THE DAY WILL BE PAID THE FOLLOWING DAY. COMPARABLE EXPEDITED SERVICE WILL BE PROVIDED BY THE VARIOUS DISBURSING OFFICES UNDER THE DEPARTMENT OF DEFENSE."

ISSUANCE OF SUPPLEMENTAL PAYROLLS ON A DAILY BASIS, AS INDICATED ABOVE, WOULD APPEAR TO PROVIDE MONEY TO THE EMPLOYEES SOONER THAN THE METHOD SUGGESTED. IN THE CIRCUMSTANCES, WE SEE NO NECESSITY FOR CONSIDERATION OF SUCH SUGGESTION.
