PROCUREMENTS - UPDATING OF SPECIFICATIONS ALTHOUGH THE PROTEST OF THE FERMONT DIVISION OF THE DYNAMICS CORPORATION OF AMERICA HAS BEEN DENIED, IT IS RECOMMENDED THAT, FOR THE REASONS STATED, A REVIEW OF THE DISPUTED SPECIFICATIONS BE MADE WITH A VIEW TOWARD BRINGING THEM IN LINE WITH PRESENT DATA AND TECHNOLOGY BEFORE FUTURE PROCUREMENTS ARE INITIATED.

REFERENCE IS MADE TO LETTER FAC-0211E/RSL:RME DATED AUGUST 20, 1971, FROM THE NAVAL FACILITIES ENGINEERING COMMAND, REPORTING ON THE PROTEST OF THE FERMONT DIVISION OF THE DYNAMICS CORPORATION OF AMERICA, AGAINST THE AWARD OF A CONTRACT TO ANOTHER OFFEROR UNDER REQUEST FOR PROPOSALS (RFP) NO. N62578-71-R-0020, ISSUED BY THE NAVAL CONSTRUCTION BATTALION CENTER, DAVISVILLE, RHODE ISLAND.

ENCLOSED IS A COPY OF OUR DECISION OF TODAY TO FERMONT.
