REFERENCE IS MADE TO A LETTER DATED AUGUST 10, 1971, FROM YOUR GENERAL COUNSEL FURNISHING A REPORT IN RESPONSE TO THE PROTEST ON BEHALF OF PRESS INTELLIGENCE, INCORPORATED (PRESS), AGAINST THE AWARD OF A CONTRACT TO ANOTHER FIRM UNDER INVITATION FOR BIDS (IFB) NO. 3FP A2-R-2643-4-1-71.

WHILE WE HAVE NOT DETERMINED THAT THE AWARD UNDER THE SUBJECT IFB SHOULD BE CANCELLED WE FEEL THERE IS MERIT TO THE CONTENTIONS OF PRESS.

AS INDICATED IN OUR DECISION OF TODAY, COPY ENCLOSED, WE BELIEVE THAT IN FUTURE PROCUREMENTS OF THIS TYPE THE FREE AND OPEN COMPETITION CONTEMPLATED BY THE PROCUREMENT STATUTES AND REGULATIONS MAY BEST BE OBTAINED BY THE INCLUSION OF THE BEST AVAILABLE EVALUATION FACTORS IN ORDER THAT THE BIDDERS MAY MORE ACCURATELY DETERMINE THEIR PRICES IN CONNECTION WITH BOTH THE UNIT PRICE PER CLIPPING AND THE READING FEE PRICE.

WE CONCUR IN THE IMPROVEMENTS SUGGESTED IN THE LETTER OF AUGUST 10.
