THE SOLICITATION WAS. TO APPLIED GRAPHICS CORPORATION: REFERENCE IS MADE TO CORRESPONDENCE SUBMITTED TO OUR OFFICE BY CONGRESSMAN GEORGE E. FOURTEEN PROPOSALS WERE SUBMITTED FOR EVALUATION RANGING IN PRICE FROM A LOW OF $16. IT IS REPORTED THAT YOUR PROPOSAL IN THE AMOUNT OF $85. WAS NOT ONE OF THE PROPOSALS CONSIDERED TECHNICALLY ACCEPTABLE FOR AWARD. JAKUS ASSOCIATES WAS CONSIDERED THE LOWEST OFFEROR SUBMITTING AN ACCEPTABLE TECHNICAL PROPOSAL IN THE AMOUNT OF $17. IT WAS ADMINISTRATIVELY EXPLAINED THAT BEFORE ANY AWARD WAS MADE THERE AROSE AN URGENCY APPLICABLE TO MAKING THE SITE OPERATIONAL AND IT BECAME NECESSARY TO PROVIDE MINIMUM DOCUMENTATION FOR OPERATIONAL SUPPORT. IT WAS DETERMINED THAT DOCUMENTATION HAD PROGRESSED TO THE DEGREE THAT IN HOUSE EFFORTS WOULD BE ADEQUATE TO PROVIDE THE NECESSARY MANUALS.

BID PROTEST - CANCELLATION OF SOLICITATION - URGENCY DECISION DENYING PROTEST AGAINST CANCELLATION OF A SOLICITATION FOR DEVELOPMENT OF OPERATION AND MAINTENANCE MANUALS FOR COMMAND DESTRUCT TRANSMITTER SITE NO. 3, ISSUED BY VANDENBERG, AFB, CALIF. THE COMP. GEN. FINDS NO REASON TO QUESTION THE FINDING OF THE PROCURING ACTIVITY THAT URGENCY MADE IN-HOUSE EFFORTS THE BEST MEANS AVAILABLE TO PROVIDE THE MANUALS. THE SOLICITATION WAS, THEREFORE, PROPERLY CANCELLED.

REFERENCE IS MADE TO CORRESPONDENCE SUBMITTED TO OUR OFFICE BY CONGRESSMAN GEORGE E. DANIELSON CONCERNING REQUEST FOR PROPOSALS (RFP) F04701-71-R-0004, ISSUED BY THE SPACE AND MISSILE TEST CENTER, VANDENBERG AIR FORCE BASE, CALIFORNIA, ON NOVEMBER 25, 1970, AND CANCELLED ON APRIL 2, 1971.

THE RFP INVITED PROPOSALS FOR THE DEVELOPMENT OF OPERATION AND MAINTENANCE MANUALS FOR COMMAND DESTRUCT TRANSMITTER SITE NO. 3 LOCATED AT VANDENBERG AIR FORCE BASE. FOURTEEN PROPOSALS WERE SUBMITTED FOR EVALUATION RANGING IN PRICE FROM A LOW OF $16,385 TO A HIGH OF $119,773. IT IS REPORTED THAT YOUR PROPOSAL IN THE AMOUNT OF $85,393, WAS NOT ONE OF THE PROPOSALS CONSIDERED TECHNICALLY ACCEPTABLE FOR AWARD. JAKUS ASSOCIATES WAS CONSIDERED THE LOWEST OFFEROR SUBMITTING AN ACCEPTABLE TECHNICAL PROPOSAL IN THE AMOUNT OF $17,681.

IT WAS ADMINISTRATIVELY EXPLAINED THAT BEFORE ANY AWARD WAS MADE THERE AROSE AN URGENCY APPLICABLE TO MAKING THE SITE OPERATIONAL AND IT BECAME NECESSARY TO PROVIDE MINIMUM DOCUMENTATION FOR OPERATIONAL SUPPORT, AND THAT DURING THE COURSE OF THESE TECHNICAL ACTIONS, IT WAS DETERMINED THAT DOCUMENTATION HAD PROGRESSED TO THE DEGREE THAT IN HOUSE EFFORTS WOULD BE ADEQUATE TO PROVIDE THE NECESSARY MANUALS. ACCORDINGLY, BY LETTER DATED APRIL 2, 1971, THE DIRECTOR OF ENGINEERING, HEADQUARTERS, SPACE AND MISSILE TEST CENTER, VANDENBERG AIR FORCE BASE, ADVISED THE PROCURING ACTIVITY THAT THE PERFORMANCE OF THE WORK CALLED FOR UNDER THIS RFP BY A CONTRACTOR WAS NO LONGER NEEDED. THE PROCUREMENT WAS ACCORDINGLY CANCELLED.

YOU QUESTION THE JUSTIFICATION RELIED ON BY THE CONTRACTING OFFICER FOR CANCELLING THE RFP. HOWEVER, PURSUANT TO OUR REVIEW OF THE RECORD, AS SET FORTH ABOVE, WE DO NOT FIND ANY REASON TO QUESTION THE DETERMINATION TO CANCEL SOLICITATION F04701-71-R-0004.

THEREFORE, YOUR PROTEST IS DENIED.
