TEMPORARY QUARTERS SUBSISTENCE ALLOWANCE AFFIRMING PRIOR DECISION DISALLOWING CLAIM FOR TEMPORARY QUARTERS SUBSISTENCE ALLOWANCE WHILE CLAIMANT WAS A CIVILIAN EMPLOYEE OF THE NAVY DEPARTMENT. PURPOSE THEREOF IS TO DETERMINE WHETHER SUCH CLAIMED EXPENDITURES BY THE EMPLOYEE ARE REASONABLE. RITTENHOUSE: FURTHER REFERENCE IS MADE TO YOUR LETTERS DATED JULY 13. THIS MATTER WAS THE SUBJECT OF A LETTER FROM OUR CLAIMS DIVISION DATED JULY 9. IN WHICH YOU WERE ADVISED THAT UNDER SECTION 2.5D(1) OF THE BUREAU OF THE BUDGET CIRCULAR NO. YOU HAVE NOW SUPPLIED THIS OFFICE WITH RECEIPTS FOR THE RENTAL OF AN UNFURNISHED APARTMENT ($90) AND THE RENTAL OF FURNITURE ($46.25) FOR THE PERIOD IN QUESTION. STATE THAT YOU DO NOT HAVE ANY RECEIPTS FOR FOOD CONSUMED BY YOURSELF AND YOUR WIFE FOR THE PERIOD AND STATE THAT IN SPITE OF NOT HAVING RECEIPTS FOR MEALS YOU FEEL THAT YOU SHOULD BE REIMBURSED TO SOME EXTENT FOR THOSE EXPENDITURES SINCE YOU WERE TRANSFERRED AT GOVERNMENT REQUEST.

WHERE PERTINENT SECTIONS OF BUREAU OF THE BUDGET CIRCULAR NO. 56-A AND THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS REQUIRE ITEMIZATION ON A DAILY BASIS FOR CLAIMS FOR MEALS AND CLOTHES MAINTENANCE, AND PURPOSE THEREOF IS TO DETERMINE WHETHER SUCH CLAIMED EXPENDITURES BY THE EMPLOYEE ARE REASONABLE, THE SUBMISSION OF TRAVEL VOUCHERS CONTAINING VARIOUS CHARGES FOR SUBSISTENCE EXPENSE ITEMS RANGING FROM $100 TO $480 WITHOUT THE REQUIRED DAILY ITEMIZATION DOES NOT PROVIDE A SUFFICIENT BASIS TO DETERMINE THE REASONABLENESS OF THE DAILY CHARGES AND THE CLAIM MUST BE DISALLOWED.

FURTHER REFERENCE IS MADE TO YOUR LETTERS DATED JULY 13, 1970, AND OCTOBER 10, 1970, CONCERNING YOUR CLAIM FOR TEMPORARY QUARTERS SUBSISTENCE ALLOWANCE, UNDER TRAVEL AUTHORIZATION DATED JULY 1, 1969, AS A CIVILIAN EMPLOYEE OF THE DEPARTMENT OF THE NAVY, FOR THE PERIOD JULY 16, 1969, TO AUGUST 15, 1969.

THIS MATTER WAS THE SUBJECT OF A LETTER FROM OUR CLAIMS DIVISION DATED JULY 9, 1970, IN WHICH YOU WERE ADVISED THAT UNDER SECTION 2.5D(1) OF THE BUREAU OF THE BUDGET CIRCULAR NO. A-56, REVISED OCTOBER 12, 1966, AND SUBSECTION 6.12F OF THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS, THAT ALL CLAIMS FOR MEALS AND CLEANING AND PRESSING CLOTHES MUST BE ITEMIZED ON A DAILY BASIS AND THAT THE AMOUNTS SPENT ON LODGING DURING THE APPROVED PERIOD MUST BE SUPPORTED BY RECEIPTS.

YOU HAVE NOW SUPPLIED THIS OFFICE WITH RECEIPTS FOR THE RENTAL OF AN UNFURNISHED APARTMENT ($90) AND THE RENTAL OF FURNITURE ($46.25) FOR THE PERIOD IN QUESTION, BUT STATE THAT YOU DO NOT HAVE ANY RECEIPTS FOR FOOD CONSUMED BY YOURSELF AND YOUR WIFE FOR THE PERIOD AND STATE THAT IN SPITE OF NOT HAVING RECEIPTS FOR MEALS YOU FEEL THAT YOU SHOULD BE REIMBURSED TO SOME EXTENT FOR THOSE EXPENDITURES SINCE YOU WERE TRANSFERRED AT GOVERNMENT REQUEST.

AS WAS EXPLAINED IN THE LETTER DATED JULY 9, 1970, ALL AMOUNTS SPENT ON LODGING MUST BE RECEIPTED BUT THAT EXPENSES INCURRED FOR MEALS (INCLUDING GROCERIES) AND LAUNDRY OR CLEANING AND PRESSING OF CLOTHES NEED NOT BE RECEIPTED, ONLY ITEMIZED. THE PURPOSE THEREOF IS TO DETERMINE WHETHER SUCH CLAIMED EXPENDITURES BY THE EMPLOYEE ARE REASONABLE.

THE FILE SHOWS THAT YOU HAVE SUBMITTED SEVERAL TRAVEL VOUCHERS, ALL OF WHICH CONTAIN VARIOUS CHARGES FOR SUBSISTENCE EXPENSE ITEMS IN VARYING AMOUNTS RANGING FROM $100 TO $480, NONE OF WHICH PROVIDED THE REQUIRED DAILY ITEMIZATION. THUS, WE ARE NEITHER ABLE TO DETERMINE PRECISELY THE AMOUNT OF YOUR TOTAL CLAIM FOR MEALS AND CLEANING EXPENSES NOR DETERMINE THE REASONABLENESS OF THE DAILY CHARGES.

ACCORDINGLY, IN THE ABSENCE OF SUCH ITEMIZATION FOR THESE CHARGES, THE ACTION TAKEN BY OUR CLAIMS DIVISION DISALLOWING PAYMENT OF YOUR CLAIM IS SUSTAINED.
