TO BATTLE CREEK, MICH. FOR PERMANENT CHANGE OF STATION BUT WAS DENIED REIMBURSEMENT OF COSTS SINCE HE FAILED TO WEIGH TRUCK AND SUBMIT RECEIPT AS SUPPORTING EVIDENCE OF CLAIM AS REQUIRED BY SEC. 6.4D (3), BOB CIR. NO. A-56, UPON RENTING ANOTHER TRUCK, REMOVING HOUSEHOLD GOODS FROM HOME, HAVING THEM WEIGHED AND RETURNING THEM TO HOME, AT WHICH TIME HE SUBMITTED OFFICIAL RECEIPT FROM WEIGHING STATION IN SUPPORT OF CLAIM, STATING NO ADDITIONAL HOUSEHOLD EFFECTS WERE ACQUIRED IN MEANTIME, MAY BE REIMBURSED COSTS INCURRED UNDER COMMUTED RATE SYSTEM, HAVING SUFFICIENTLY COMPLIED WITH REGULATIONS.

REFERENCE IS MADE TO YOUR LETTER OF FEBRUARY 17, 1970, DLSC-FFA, IN WHICH YOU REQUESTED OUR ADVANCE DECISION REGARDING THE PROPRIETY OF AUTHORIZING FOR PAYMENT THE VOUCHER OF MR. LARRY D. PROBST FOR THE TRANSPORTATION OF HIS HOUSEHOLD EFFECTS.

THE RECORD SHOWS THAT MR. PROBST WAS TRANSFERRED FROM GRAND RAPIDS, MICHIGAN, TO BATTLE CREEK, MICHIGAN, ON APRIL 27, 1969, FOR A PERMANENT CHANGE OF STATION. PURSUANT TO TRAVEL ORDER NO. DL 570-69, HE WAS AUTHORIZED SHIPMENT OF HOUSEHOLD GOODS NOT IN EXCESS OF 11,000 POUNDS. MAY 30, 1969, MR. PROBST RENTED A TRUCK AND MOVED HIS HOUSEHOLD GOODS TO HIS NEW OFFICIAL STATION BUT FAILED TO WEIGH THE TRUCK AND SUBMIT THE RECEIPT AS SUPPORTING EVIDENCE FOR HIS CLAIM AS REQUIRED BY SECTION 6.4D (3) OF THE BUREAU OF THE BUDGET CIRCULAR NO. A-56, REVISED OCTOBER 12, 1966.

YOU STATE THAT ON FEBRUARY 14, 1970, MR. PROBST RENTED ANOTHER TRUCK, REMOVED HIS HOUSEHOLD GOODS FROM HIS HOME, HAD THEM WEIGHED AND RETURNED THE GOODS TO HIS HOME. A RECEIPT FROM AN OFFICIAL WEIGHING STATION FOR THE MICHIGAN DEPARTMENT OF STATE DATED FEBRUARY 14, 1970, IS SUBMITTED IN SUPPORT OF THE CLAIM. HE HAD STATED THAT NO ADDITIONAL HOUSEHOLD EFFECTS WERE ACQUIRED BETWEEN MAY 30, 1969, AND FEBRUARY 14, 1970.

UNDER THESE CIRCUMSTANCES WE FIND THAT MR. PROBST HAS SUFFICIENTLY COMPLIED WITH THE REQUIREMENTS OF SECTION 6.4D (3), BUREAU OF THE BUDGET CIRCULAR NO. A-56, AND THE VOUCHER, WHICH IS RETURNED HEREWITH, MAY BE AUTHORIZED FOR PAYMENT UNDER THE COMMUTED RATE SYSTEM, IF OTHERWISE CORRECT.
