REFERENCE IS MADE TO YOUR LETTER OF DECEMBER 2, 1969, IN WHICH YOU APPEALED THE SETTLEMENT BY OUR CLAIMS DIVISION OF NOVEMBER 4, 1969.

UNDER THE TERMS OF THIS SETTLEMENT THE AMOUNT OF $162 WAS DISALLOWED PURSUANT TO SECTION 6.LA, BUREAU OF THE BUDGET CIRCULAR NO. A-56, REVISED OCTOBER 12, 1966, BECAUSE IT WAS INTERPRETED THAT THIS AMOUNT WAS E EXPENDED FOR TEMPORARY STORAGE OF HOUSEHOLD GOODS NOT INCIDENT TO TRANSPORTATION.

YOU POINTED OUT, IN YOUR LETTER OF DECEMBER 2, 1969, AS SUPPORTED BY INVOICE NO. 3167-3350, FEBRUARY 11, 1969, THAT THE $162 WAS EXPENDED FOR PACKING ITEMS OF YOUR HOUSEHOLD EFFECTS SOME OF WHICH WERE STORED LOCALLY AND SOME OF WHICH WERE MOVED LOCALLY. SINCE THE PACKING INVOLVED WAS REQUIRED IRRESPECTIVE OF WHETHER THE ITEMS WERE TO BE MOVED INTO STORAGE OR TO A LOCATION FOR USE, WE AGREE THAT THE EXPENSE THEREFOR WAS INCIDENT TO TRANSPORTATION OF THE HOUSEHOLD GOODS RATHER THAN A COST OF STORAGE.

THE RECORD SHOWS THAT YOU WERE TRANSFERRED FROM RICHMOND, VIRGINIA, TO WASHINGTON, D. C; ON JANUARY 10, 1969, PURSUANT TO ORDERS FOR A PERMANENT CHANGE OF STATION. YOU WERE ALSO AUTHORIZED TO TRANSPORT 11,000 POUNDS OF YOUR HOUSEHOLD EFFECTS UNDER THE COMMUTED RATE SYSTEM. YOU CHOSE, FOR PERSONAL REASONS, TO TRANSPORT YOUR HOUSEHOLD EFFECTS IN TWO SHIPMENTS. THE FIRST SHIPMENT INVOLVED 2,500 POUNDS FOR WHICH YOU WERE REIMBURSED AT THE RATE OF $6.90 PER HUNDRED WEIGHT OR $172.50. THEREAFTER INSTEAD OF TRANSPORTING THE BALANCE OF YOUR HOUSEHOLD EFFECTS TO WASHINGTON, D. C; YOU DECIDED TO TRANSPORT IT TO SEVERAL DIFFERENT POINTS INVOLVING SEVERAL SHIPMENTS, FOR WHICH YOU WERE ALLOWED $418.25. YOU NOW CLAIM THAT THE $162, WHICH YOU WERE CHARGED FOR THE PACKING OF SOME OF YOUR HOUSEHOLD EFFECTS INCIDENT TO YOUR MOVE, SHOULD HAVE BEEN ADDED TO THE $418.25 FIGURE.

WE HAVE PREVIOUSLY HELD THAT WHEN AN EMPLOYEE IS TRANSFERRED PURSUANT TO PROPER ORDERS FOR PERMANENT CHANGE OF STATION, HE IS PERMITTED TO SHIP HIS EFFECTS FROM ANY POINT TO ANY POINT PROVIDING THAT THE TOTAL AMOUNT FOR WHICH HE MAY BE REIMBURSED DOES NOT EXCEED THE COST OF TRANSPORTATION OF HIS EFFECTS IN ONE LOT BY THE MOST ECONOMICAL ROUTE FROM THE LAST OFFICIAL DUTY STATION TO THE NEW DUTY STATION. THE RECORD SUPPORTS THE TOTAL WEIGHT OF YOUR HOUSEHOLD GOODS AS HAVING EXCEEDED 11,000 POUNDS. HAD YOU TRANSPORTED THE AUTHORIZED 11,000 POUNDS TO WASHINGTON, D. C; YOU WOULD HAVE BEEN ENTITLED TO $759 AT THE COMMUTED RATE OF $6.90 PER HUNDRED WEIGHT. SINCE YOU CHOSE TO SHIP YOUR HOUSEHOLD EFFECTS TO SEVERAL DIFFERENT POINTS AND THE TOTAL AMOUNT EXPENDED, INCLUDING THE $162 FOR PACKING INCIDENT TO SHIPMENT, IS WITHIN THE AMOUNT OF YOUR MAXIMUM ENTITLEMENT, THE $162 IS FOR ALLOWANCE.

WE HAVE ISSUED INSTRUCTIONS ACCORDINGLY AND YOU MAY EXPECT PAYMENT OF YOUR CLAIM IN THE NEAR FUTURE.
