ARMY MEMBER WHO AFTER MARRIAGE TO VIETNAMESE AT EMBASSY IN JAPAN DID NOT HAVE MARRIAGE REGISTERED WITH JAPANESE AUTHORITIES AND WHO LATER WAS REMARRIED TO SAME WOMAN TO ESTABLISH MARRIAGE VALIDITY MAY BE PAID QUARTERS ALLOWANCE AND FAMILY SEPARATION ALLOWANCE SINCE UNDER JAPANESE PRACTICE REGISTRATION IS NOT MANDATORY NOR DOES REGISTRATION FAILURE RENDER MARRIAGE INVALID. ROSE: FURTHER REFERENCE IS MADE TO YOUR LETTER DATED SEPTEMBER 22. FLOYD WAS MARRIED ON THAT DATE TO TONG THI VIEN AT THAT EMBASSY. THAT HIS BASIC ALLOWANCE FOR QUARTERS WAS TERMINATED ON MARCH 1. THAT HIS FAMILY SEPARATION ALLOWANCE-R WAS TERMINATED DECEMBER 1. WHICH WERE QUESTIONED BECAUSE OF DOUBT AS TO THE VALIDITY OF THE FEBRUARY 28.
