ADVANCE SHIPMENT EMPLOYEE'S CLAIM FOR REIMBURSEMENT OF EXPENSES OF MOVING HOUSEHOLD EFFECTS WHICH WERE IN STORAGE AT GOVERNMENT EXPENSE AT HILO. ADMINISTRATIVELY DISALLOWED BECAUSE SHIPMENT WAS MADE FOR PERSONAL CONVENIENCE OF EMPLOYEE PRIOR TO HIS NOTIFICATION OF OFFICIAL CHANGE OF STATION FROM HILO TO HONOLULU. IS DISALLOWED. AS RECORD EVIDENCES THAT AT TIME EFFECTS AND AUTOMOBILE WERE TRANSPORTED TO HONOLULU EMPLOYEE HAD BEEN GIVEN NO DEFINITE ASSURANCE THAT HIS OFFICIAL STATION WOULD BE TRANSFERRED THERE AND THAT HOUSEHOLD GOODS AND AUTOMOBILE WERE TRANSPORTED PURELY AS MATTER OF PERSONAL PREFERENCE AND CONVENIENCE. THE VOUCHER COVERS THE EXPENSES OF MOVING HOUSEHOLD EFFECTS WHICH WERE IN STORAGE AT GOVERNMENT EXPENSE AT HILO.

TRANSPORTATION--HOUSEHOLD EFFECTS--OVERSEAS EMPLOYEES--ADVANCE SHIPMENT EMPLOYEE'S CLAIM FOR REIMBURSEMENT OF EXPENSES OF MOVING HOUSEHOLD EFFECTS WHICH WERE IN STORAGE AT GOVERNMENT EXPENSE AT HILO, HAWAII TO HONOLULU, HAWAII, AND EXPENSES OF MOVING PERSONAL AUTOMOBILE BETWEEN SUCH POINTS, ADMINISTRATIVELY DISALLOWED BECAUSE SHIPMENT WAS MADE FOR PERSONAL CONVENIENCE OF EMPLOYEE PRIOR TO HIS NOTIFICATION OF OFFICIAL CHANGE OF STATION FROM HILO TO HONOLULU, IS DISALLOWED, AS RECORD EVIDENCES THAT AT TIME EFFECTS AND AUTOMOBILE WERE TRANSPORTED TO HONOLULU EMPLOYEE HAD BEEN GIVEN NO DEFINITE ASSURANCE THAT HIS OFFICIAL STATION WOULD BE TRANSFERRED THERE AND THAT HOUSEHOLD GOODS AND AUTOMOBILE WERE TRANSPORTED PURELY AS MATTER OF PERSONAL PREFERENCE AND CONVENIENCE.

TO MR. HAROLD P. DANZ:

WE REFER TO YOUR LETTER OF OCTOBER 30, 1969, REFERENCE W1819 (AF/SSC, REQUESTING ADVICE CONCERNING THE PROPRIETY OF CERTIFYING FOR PAYMENT A TRAVEL VOUCHER FOR $953.04 IN FAVOR OF RUSSELL A. APPLE, AN EMPLOYEE OF THE NATIONAL PARK SERVICE, DEPARTMENT OF THE INTERIOR, STATIONED IN HONOLULU. THE VOUCHER COVERS THE EXPENSES OF MOVING HOUSEHOLD EFFECTS WHICH WERE IN STORAGE AT GOVERNMENT EXPENSE AT HILO, HAWAII, TO HONOLULU, HAWAII, AND ALSO EXPENSES OF MOVING HIS PERSONAL AUTOMOBILE BETWEEN SUCH POINTS. THE AMOUNTS CLAIMED WERE DISALLOWED ADMINISTRATIVELY BECAUSE SHIPMENT WAS MADE FOR THE PERSONAL CONVENIENCE OF THE EMPLOYEE PRIOR TO THE TIME HE WAS NOTIFIED THAT HIS OFFICIAL STATION WAS BEING CHANGED FROM HILO TO HONOLULU. IN SUCH CONNECTION YOU SAY IN YOUR LETTER: "ON JULY 18, 1968, MR. APPLE, AFTER SOME DISCUSSION WITH SUPERINTENDENT DANIEL J. TOBIN, JR., MOVED HIS HOUSEHOLD GOODS FROM STORAGE IN HILO, HAWAII TO HONOLULU, HAWAII WITH THE PRIOR KNOWLEDGE THAT HE WAS DOING SO AS A MATTER OF PERSONAL PREFERENCE, FOR HIS OWN CONVENIENCE, AT HIS OWN EXPENSE, AND, WITH THE ADDITIONAL UNDERSTANDING THAT THE POSSIBILITY OF REIMBURSEMENT FROM THE GOVERNMENT, IF AND WHEN THIS MOVE EVER MATERIALIZED, WOULD BE IMPROBABLE.' SOME 9 MONTHS AFTER THE HOUSEHOLD EFFECTS WERE TRANSFERRED TO HONOLULU AN APPROXIMATELY 7 MONTHS AFTER THE AUTOMOBILE WAS TRANSFERRED, TRAVEL AUTHORIZATION DATED APRIL 14, 1969, DIRECTED MR. APPLE'S TRANSFER TO THE HONOLULU FIELD OFFICE.

UNDER THE FACTS REPORTED IT APPEARS THAT AT THE TIME THE EFFECTS AND AUTOMOBILE WERE TRANSPORTED TO HONOLULU THE EMPLOYEE HAD BEEN GIVEN NO DEFINITE ASSURANCE THAT HIS OFFICIAL STATION WOULD BE TRANSFERRED TO THAT POINT AND THAT HIS HOUSEHOLD GOODS AND AUTOMOBILE WERE TRANSPORTED PURELY AS A MATTER OF PERSONAL PREFERENCE AND CONVENIENCE. CF. 41 COMP. GEN. 582; 29 ID. 232, 293; 27 ID. 97. UNDER THE CIRCUMSTANCES RELATED THERE APPEARS NO PROPER BASIS UPON WHICH THE VOUCHER, WHICH IS RETURNED HEREWITH, MAY BE CERTIFIED FOR PAYMENT.
