CAR WASH COST OF $2.80 "CAR WASH" WHERE MILEAGE PLUS HIGHWAY AND BRIDGE TOLLS WERE AUTHORIZED FOR OFFICIAL TRAVEL DURING FEBRUARY 1969 IS NOT INCLUDABLE IN MILEAGE ALLOWANCE SINCE UNDER 5 U.S.C. 5704 MILEAGE RATE AUTHORIZED FOR USE OF PRIVATELY OWNED AUTOMOBILE IS IN LIEU OF ACTUAL EXPENSES AND ACTUAL EXPENSES AUTHORIZED FOR REIMBURSEMENT ARE PARKING FEES. A MILEAGE RATE AUTHORIZED FOR THE USE OF A PRIVATELY OWNED AUTOMOBILE IS IN LIEU OF ACTUAL EXPENSES. THE ONLY ACTUAL EXPENSES AUTHORIZED FOR REIMBURSEMENT ARE PARKING FEES. ANY EXPENSES OF THE NATURE HERE INVOLVED ARE TO BE REGARDED AS INCLUDED IN THE MILEAGE ALLOWANCE.

YOUR LETTER OF OCTOBER 28, 1969, REFERENCE AD571, REQUESTS OUR ADVANCE DECISION WHETHER THE ENCLOSED VOUCHER MAY BE CERTIFIED FOR PAYMENT OF THE AMOUNT OF $2.80 RECLAIMED BY MR. ERNEST A. WOOD INCIDENT TO HIS AUTHORIZED TRAVEL FROM SILVER SPRING, MARYLAND, TO CERTAIN POINTS IN MAINE, MASSACHUSETTS, AND NEW HAMPSHIRE, AND RETURN, UNDER TRAVEL ORDER NO. 69- W13-109, DATED JANUARY 27, 1969.

THE AMOUNT REPRESENTS THE COST OF A "CAR WASH" TO CLEANSE THE HIGHWAY SNOW REMOVAL CORROSIVE CHEMICALS FROM HIS PRIVATELY OWNED AUTOMOBILE WHICH HAD BEEN AUTHORIZED FOR USE ON A MILEAGE BASIS (AT THE RATE OF 8 CENTS PER MILE) PLUS HIGHWAY AND BRIDGE TOLLS FOR OFFICIAL TRAVEL DURING FEBRUARY 1969.

UNDER THE PROVISIONS OF 5 U.S.C. 5704, A MILEAGE RATE AUTHORIZED FOR THE USE OF A PRIVATELY OWNED AUTOMOBILE IS IN LIEU OF ACTUAL EXPENSES. THE ONLY ACTUAL EXPENSES AUTHORIZED FOR REIMBURSEMENT ARE PARKING FEES, FERRY FARES, AND BRIDGE, ROAD AND TUNNEL TOLLS.

WE NOTE THAT EVEN WHERE A PARTICULAR LAW MIGHT PERMIT THE USE OF A PRIVATELY OWNED AUTOMOBILE ON AN ACTUAL EXPENSE BASIS THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS (SECTION 3.5A) INDICATE THAT REIMBURSEMENT MAY NOT BE MADE FOR:

"CHARGES FOR REPAIRS, DEPRECIATION, REPLACEMENTS, GREASE, ANTI FREEZE, FLUSHING CRANKCASES, TOWAGE, AND SIMILAR SPECULATIVE EXPENSES.'

ACCORDINGLY, ANY EXPENSES OF THE NATURE HERE INVOLVED ARE TO BE REGARDED AS INCLUDED IN THE MILEAGE ALLOWANCE.
