CIVIL PAY--TRANSFERS--RELOCATION EXPENSE ADVANCE DECISION TO AUTHORIZED CERTIFYING OFFICER, NASA, AS TO ENTITLEMENT OF PUBLIC AFFAIRS OFFICER TO ADVANCE FOR RELOCATION INCIDENT TO TRANSFER FROM WASHINGTON TO HOUSTON. IN VIEW OF TIME THAT HAS ELAPSED (9 MONTHS) SINCE TRANSFER OF EMPLOYEE FROM WASHINGTON TO HOUSTON RELOCATION ADVANCE IS NOT APPROPRIATE. OFFICER SHOULD BE REQUESTED TO SUBMIT RELOCATION EXPENSE VOUCHER WHICH MAY INCLUDE TEMPORARY QUARTERS ALLOWANCE FOR TIME ON AND AFTER APRIL 27, 1969.

DUFF FOR RELOCATION EXPENSES INCURRED IN CONNECTION WITH HIS TRANSFER FROM WASHINGTON, D. C; TO HOUSTON, TEXAS, WE ENCLOSE A COPY OF OUR DECISION OF TODAY TO MISS BESSIE G. LOSS, AUTHORIZED CERTIFYING OFFICER, NATIONAL AERONAUTICS AND SPACE ADMINISTRATION, WASHINGTON, D. C; WHICH WE BELIEVE ANSWERS THE QUESTIONS YOU HAVE PRESENTED.

IN VIEW OF THE LAPSE OF TIME SINCE MR. DUFF'S TRANSFER OCCURRED, WE DO NOT BELIEVE IT APPROPRIATE TO ADVANCE HIM THE $1,500 AS PROPOSED ON THE COPY OF THE VOUCHER TRANSMITTED WITH YOUR LETTER. RATHER, MR. DUFF SHOULD BE REQUIRED TO SUBMIT A VOUCHER COVERING HIS RELOCATION EXPENSES WHICH MAY INCLUDE A TEMPORARY QUARTERS ALLOWANCE FOR THE PERIOD IN HOUSTON ON AND AFTER APRIL 27, 1969.
