REFERENCE IS MADE TO A LETTER OF JULY 8, 1969, FROM MR. WILLARD J. HURLEY, ASSISTANT COUNSEL, FURNISHING A REPORT RELATIVE TO THE PROTEST OF DUTCH BOY'S CLEANING SERVICE (DUTCH BOY'S) AGAINST AWARD TO ANOTHER FIRM UNDER INVITATION FOR BIDS NO. DSA-500-69-B-6662.

ENCLOSED IS A COPY OF OUR DECISION OF TODAY TO THE ATTORNEYS FOR THE PROTESTANT. AS INDICATED IN OUR DECISION, WE ARE ENCLOSING HEREIN A COPY OF THEIR LETTER OF AUGUST 8, 1969, WITH ENCLOSURES. BECAUSE OF THE SERIOUS NATURE OF THEIR ALLEGATIONS CONCERNING PRIOR CONTRACT PERFORMANCE BY THE CONTRACTOR, WE FEEL YOU SHOULD INVESTIGATE THIS MATTER PRIOR TO EXERCISING THE OPTION IN THE CURRENT CONTRACT, SO AS TO ASSURE THAT THE BEST INTEREST OF THE GOVERNMENT WILL BE SERVED BY SUCH ACTION.
