YOU SAY THAT ABOUT THE SAME TIME APPROXIMATELY 100 SMALL SHIPMENTS WERE MADE TO VARIOUS PLACES. THE PERSON MAKING THE SHIPMENTS WAS UNAWARE THAT GOVERNMENT PROPERTY MUST BE SHIPPED ON GOVERNMENT BILLS OF LADING EXCEPT ON SPECIAL AUTHORITY FROM OUR OFFICE. OF THE CLAIMS RECEIVED THE CHARGES FOR EACH SHIPMENT IS LESS THAN $10. IN VIEW OF THE REPRESENTATION MADE IN YOUR LETTER THAT THE TRANSPORTATION SERVICE WAS NEEDED IN THE CONDUCT OF GOVERNMENT BUSINESS. THAT THE COMMITTEE HAS BEEN ADVISED THAT IN THE FUTURE GOVERNMENT BILLS OF LADING SHOULD BE USED FOR SHIPMENT OF GOVERNMENT PROPERTY UNLESS OTHER PROVISION IS SPECIFICALLY AUTHORIZED IN WRITING BY OUR OFFICE.

THIS REFERS TO YOUR LETTER OF NOVEMBER 22, 1968, 3BCPA, GSA FILE NO. 205- 69, WITH ENCLOSURES, REQUESTING OUR DECISION WHETHER YOU MAY CERTIFY FOR PAYMENT A VOUCHER FOR $7.70 IN FAVOR OF MISS JULIA T. CELLINI, AN EMPLOYEE OF THE INTER-AGENCY COMMITTEE ON MEXICAN AMERICAN AFFAIRS, A COMMITTEE FOR WHICH THE GENERAL SERVICES ADMINISTRATION PERFORMS ACCOUNTING SERVICES.

THE VOUCHER COVERS REIMBURSEMENT OF TRANSPORTATION CHARGES WHICH MISS CELLINI PAID, DURING OCTOBER 1968, FROM HER PERSONAL FUNDS FOR SHIPMENT OF GOVERNMENT PROPERTY ON A COLLECT COMMERCIAL BILL OF LADING FROM POMONA, CALIFORNIA. YOU SAY THAT ABOUT THE SAME TIME APPROXIMATELY 100 SMALL SHIPMENTS WERE MADE TO VARIOUS PLACES, AND THE PERSON MAKING THE SHIPMENTS WAS UNAWARE THAT GOVERNMENT PROPERTY MUST BE SHIPPED ON GOVERNMENT BILLS OF LADING EXCEPT ON SPECIAL AUTHORITY FROM OUR OFFICE.

AS OF THE DATE OF YOUR LETTER YOU HAD NOT RECEIVED ALL THE OTHER CLAIMS FOR REIMBURSEMENT CHARGES; HOWEVER, OF THE CLAIMS RECEIVED THE CHARGES FOR EACH SHIPMENT IS LESS THAN $10. YOU REQUEST AUTHORITY TO USE OUR DECISION AS A BASIS TO CERTIFY FOR REIMBURSEMENT TRANSPORTATION CHARGES IN AMOUNTS NOT TO EXCEED $15 PAID ON THE OTHER SHIPMENTS AT ABOUT THE SAME TIME. THE INTER-AGENCY COMMITTEE ON MEXICAN AFFAIRS HAS BEEN ALERTED BY YOUR AGENCY THAT GOVERNMENT BILLS OF LADING SHOULD BE USED FOR SHIPMENT OF GOVERNMENT PROPERTY.

IN VIEW OF THE REPRESENTATION MADE IN YOUR LETTER THAT THE TRANSPORTATION SERVICE WAS NEEDED IN THE CONDUCT OF GOVERNMENT BUSINESS, THE SMALL AMOUNT INVOLVED, AND THAT THE COMMITTEE HAS BEEN ADVISED THAT IN THE FUTURE GOVERNMENT BILLS OF LADING SHOULD BE USED FOR SHIPMENT OF GOVERNMENT PROPERTY UNLESS OTHER PROVISION IS SPECIFICALLY AUTHORIZED IN WRITING BY OUR OFFICE, 5 GAO MANUAL 3010.10, THE VOUCHER RETURNED HEREWITH MAY BE CERTIFIED FOR PAYMENT IF OTHERWISE CORRECT.

THIS DECISION, AS REQUESTED, MAY BE USED AS AUTHORITY TO CERTIFY FOR REIMBURSEMENT SIMILAR TRANSPORTATION CHARGES NOT TO EXCEED $15 EACH PAID ON THE OTHER SHIPMENTS MADE AT ABOUT THE SAME TIME, IF OTHERWISE CORRECT.
