Houser Gentlemen: Reference is made to your letter of November 15. The Attorney General of the United States is the only party authorized to compromise claims of the United States whose principal amount is in excess of $20.

B-165641 December 2, 1968

Eastman, Williams, Bennett, Baird and Minow 205 South LaSalle Street Chicago, Illinois 60604

Attention: Mr. Thomas J. Houser

Gentlemen:

Reference is made to your letter of November 15, 1968, requesting our advice concerning the appropriate means to make a compromise offer in settlement of the indebtedness of your client, Junkune Brothers, American Lock Company, of $39,441.40 resulting from decisions Nos. 12042 and 12328 by the Armed Services Board of Contract Appeals.

Under the Federal Claims Collection Act of 1966, Pub. L. 89-508, 80 Stat. 308, 31 U.S.C. 951-953, the Attorney General of the United States is the only party authorized to compromise claims of the United States whose principal amount is in excess of $20,000, with certain exemptions not relevant here. Accordingly, any further settlement negotiations should be with the Department of Justice.

Very truly yours,

R.F. Keller General Counsel
