THIS REFERS TO LETTER OF NOVEMBER 12, 1968, WITH ENCLOSURES, FROM MR. VLADIMIR OLEYNIK, CHIEF, ACCOUNTING AND PAYROLL SERVICES, REQUESTING OUR DECISION WHETHER A RECLAIM VOUCHER FOR $145 IN FAVOR OF MR. SAMUEL K. THOMAS, AN EMPLOYEE OF THE DEPARTMENT OF LABOR, MAY BE CERTIFIED FOR PAYMENT. IN ACCORDANCE WITH THE PROVISIONS OF 31 U.S.C. 74 AND 82D, WE ARE ADDRESSING OUR DECISION TO YOU.

THE AMOUNT OF THE VOUCHER REPRESENTS A TITLE EXAMINATION FEE PAID BY MR. THOMAS IN CONNECTION WITH THE PURCHASE OF A RESIDENCE IN MONTGOMERY COUNTY, MARYLAND, INCIDENT TO HIS TRANSFER FROM CLEVELAND, OHIO, TO WASHINGTON, D.C. THE FEE IN QUESTION WAS SUSPENDED FROM THE EMPLOYEE'S ORIGINAL TRAVEL VOUCHER BECAUSE OF DOUBT AS TO THE REASONABLENESS THEREOF. YOU QUESTION WHETHER THE FEE MAY BE ALLOWED UNDER SECTION 4.2C OF BUREAU OF THE BUDGET CIRCULAR NO. A-56, REVISED OCTOBER 12, 1966.

THE FEDERAL HOUSING ADMINISTRATION INSURING OFFICE, WASHINGTON, D.C., HAS INFORMALLY ADVISED US THAT THE TITLE EXAMINATION FEE INCURRED BY MR. THOMAS IS REASONABLE. SEE SECTION 4.3C OF CIRCULAR NO. A-56, AS AMENDED BY TRANSMITTAL MEMORANDUM NO. 4, AUGUST 7, 1968. IN VIEW THEREOF, THE VOUCHER, WHICH IS RETURNED HEREWITH, MAY BE CERTIFIED FOR PAYMENT, IF OTHERWISE CORRECT.
