WE FIND THEREUNDER THAT YOU ARE ENTITLED TO PER DIEM ALLOWANCE FOR YOUR DEPENDENTS WHILE EN ROUTE. 1966- THAT SUM IS NOT ALLOWABLE IN THE ABSENCE OF AN ADMINISTRATIVE AUTHORIZATION OR APPROVAL OF THE OCCUPANCY OF SUCH QUARTERS AT GOVERNMENT EXPENSE. ANY EVIDENCE THAT YOU MAY HAVE REGARDING EXPENSES INCURRED OVERSEAS INCIDENT TO RELOCATING YOUR RESIDENCE. YOU ARE ADVISED THAT SINCE YOU HAD COMPLETED THE REQUIRED SERVICE OVERSEAS. IT HAS BEEN DETERMINED THAT YOU ARE NOT INDEBTED FOR THE SUM OF $194.20 AS HERETOFORE STATED IN THE LETTER OF APRIL 11.

TO MR. JOHN R. DELMAR:

ON OCTOBER 1, 1967, YOU REQUESTED THAT WE RECONSIDER YOUR CLAIM FOR TRAVEL EXPENSES AND ALLOWANCES INCIDENT TO YOUR TRANSFER OF DUTY STATION, WHICH CLAIM WAS DISALLOWED BY OUR SETTLEMENT DATED JUNE 5, 1967.

THE BUREAU OF THE BUDGET ON JULY 26, 1966, ISSUED TRANSMITTAL MEMORANDUM NO. 6 TO CIRCULAR NO. A-56 AMENDING THE SERVICE AGREEMENT REQUIREMENTS, INCREASING THE ALLOWABLE WEIGHT OF HOUSEHOLD GOODS, AND FURNISHING INTERIM INFORMATION FOR THE GUIDANCE OF AGENCIES WITH RESPECT TO THOSE PROVISIONS OF PUBLIC LAW 89-516, ON WHICH REGULATIONS WERE AUTHORIZED TO BE ISSUED LATER UNDER THAT ACT. THEREAFTER, BUREAU OF THE BUDGET CIRCULAR NO. A-56, REVISED, WAS ISSUED OCTOBER 12, 1966, RETROACTIVELY EFFECTIVE JULY 21, 1966, AND AUTHORIZING ADDITIONAL TRAVEL EXPENSES AND ALLOWANCES IN ACCORDANCE WITH THE ACT.

WE FIND THEREUNDER THAT YOU ARE ENTITLED TO PER DIEM ALLOWANCE FOR YOUR DEPENDENTS WHILE EN ROUTE--CONSTRUCTIVE DIRECT TRAVEL WITHOUT STOPOVER IN CAMDEN, NEW JERSEY--FROM POITIERS, FRANCE, TO GRAVELLY POINT, VIRGINIA, IN ACCORDANCE WITH SECTION 23 (1) OF THE ACT AND SECTION 2.2B OF CIRCULAR NO. A-56 REVISED. HOWEVER, YOUR CLAIM FOR THE MISCELLANEOUS EXPENSES ALLOWANCE OF $200 UNDER SECTION 24 OF THE ACT AND SECTION 3 OF THE CIRCULAR, COVERING EXPENSES INCURRED INCIDENT TO DISCONTINUING A RESIDENCE AT ONE LOCATION, MAY BE PAID ONLY UPON A SHOWING OF SOME EXPENSE HAVING BEEN INCURRED BY YOU PRIOR TO YOUR TRANSFER FROM THE DEPARTMENT OF THE ARMY WHICH WE MAY CONSIDER TO BE WITHIN THE DESCRIPTIVE ITEMS ENUMERATED UNDER SECTION 3.1B OF THE CIRCULAR.

AS TO THE 30-DAY TEMPORARY QUARTERS SUBSISTENCE EXPENSES--$897 BEING CLAIMED BY YOU FOR THE PERIOD FROM SEPTEMBER 6 TO OCTOBER 5, 1966- THAT SUM IS NOT ALLOWABLE IN THE ABSENCE OF AN ADMINISTRATIVE AUTHORIZATION OR APPROVAL OF THE OCCUPANCY OF SUCH QUARTERS AT GOVERNMENT EXPENSE. THE RECORD BEFORE OUR OFFICE CONTAINS NO AUTHORIZATION COVERING SUCH EXPENSES. ALSO, THE REPORT WHICH WE RECEIVED FROM THE DIRECTOR OF CIVILIAN PERSONNEL OF THE DEPARTMENT OF THE ARMY, DATED FEBRUARY 8, 1968, DOES NOT APPROVE REIMBURSEMENT OF THE EXPENSES OF TEMPORARY QUARTERS. THEREFORE, OUR OFFICE MAY NOT AUTHORIZE PAYMENT OF THAT ITEM OF YOUR CLAIM.

ANY EVIDENCE THAT YOU MAY HAVE REGARDING EXPENSES INCURRED OVERSEAS INCIDENT TO RELOCATING YOUR RESIDENCE--SIMILAR TO THOSE CATEGORIZED IN SECTION 3.1B OF CIRCULAR NO. A-56 REVISED--SHOULD BE MAILED TO THE CLAIMS DIVISION, GENERAL ACCOUNTING OFFICE, WASHINGTON, D.C. 20548. IN YOUR TRANSMITTAL THEREOF REFERENCE SHOULD BE MADE TO CLAIM NO. Z 2340492.

CONCERNING THE REPORTED INDEBTEDNESS OF $194.20, YOU ARE ADVISED THAT SINCE YOU HAD COMPLETED THE REQUIRED SERVICE OVERSEAS, AND IN THE LIGHT OF THE OTHER FACTS OF RECORD IN YOUR CASE, IT HAS BEEN DETERMINED THAT YOU ARE NOT INDEBTED FOR THE SUM OF $194.20 AS HERETOFORE STATED IN THE LETTER OF APRIL 11, 1967 (BILL DATED APRIL 17, 1967), FROM THE DEPARTMENT OF THE ARMY, FINANCE AND ACCOUNTS OFFICE (PENTAGON BRANCH).
