JETLEY, AN EMPLOYEE OF THE DEPARTMENT OF THE INTERIOR, IN CONNECTION WITH A CHANGE OF DUTY STATION ON AUGUST 10, 1965, FROM BLUE MESA CONSTRUCTION CAMP, GUNNISON, COLORADO, TO MONTROSE, COLORADO, A DISTANCE OF 66 MILES.

YOU STATE THAT MR. JETLEY WAS AUTHORIZED TO MOVE HOUSEHOLD GOODS AND PERSONAL EFFECTS AT GOVERNMENT EXPENSE. ON AUGUST 10, 1965, 2950 POUNDS WERE SHIPPED BY COMMERCIAL CARRIER FOR WHICH PAYMENT WAS MADE AT A COMMUTED RATE OF $6.10 PER CWT. (FOR 70 MILES) OR $179.95. MR. JETLEY MOVED THE REMAINDER OF HIS EFFECTS, 1170 POUNDS ON MAY 20, 1967, AND SUBMITTED A CLAIM FOR $85.41, 1170 POUNDS AT $7.30 PER CWT.

YOU INQUIRE AS TO WHETHER UNDER THE ONE LOT RULE (SEC. 6.3, BUREAU OF THE BUDGET CIRCULAR NO. A-56), HE SHOULD BE REIMBURSED AT THE RATE OF $5.40 PER CWT. FOR 4120 POUNDS UNDER COMMUTED RATE TABLE NO. 5 OF GSA BULLETIN FPMR NO. A-2 EFFECTIVE JANUARY 29, 1965, OR AT THE RATE IN EFFECT AT THE TIME OF THE LAST SHIPMENT ON MAY 20, 1967, $5.65 PER CWT. AS SET OUT IN COMMUTED RATE TABLE NO. 3 OF GSA BULLETIN FPMR NO. A 2 SUPPLEMENT NO. 8.

UNDER THE TWO YEAR LIMIT SPECIFIED IN SECTION 1.3A OF BUREAU OF THE BUDGET CIRCULAR NO. A-56, REVISED OCTOBER 12, 1966, THE EMPLOYEE COULD HAVE MOVED THE ENTIRE 4120 POUNDS OF EFFECTS IN MAY 1967. WHERE MORE THAN ONE SHIPMENT IS INVOLVED THE MAXIMUM ALLOWANCE UNDER SECTION 6.3 OF CIRCULAR NO. A-56, REVISED, WOULD BE THE COST OF TRANSPORTING THE PROPERTY IN ONE LOT UNDER THE MOST FAVORABLE RATE, IN THIS CASE 4120 POUNDS TIMES $5.65 PER CWT. OR $232.78. PAYMENT FOR THE MAY 1967 SHIPMENT OF 1170 POUNDS WOULD THEREFORE BE COMPUTED AT THAT RATE, AMOUNTING TO $66.11. HOWEVER, IN VIEW OF THE MAXIMUM ALLOWANCE OF $232.78 AND THE PRIOR REIMBURSEMENT OF $179.95, THE NET AMOUNT THAT MAY BE CERTIFIED FOR PAYMENT TO THE EMPLOYEE WOULD BE THE DIFFERENCE BETWEEN THOSE TWO SUMS ($232.78 AND $179.95) OR $52.83.
