EODCE- 53, DATED MARCH 13, 1961, AUTHORIZING YOUR TRAVEL UPON EMPLOYMENT BY THE CORPS OF ENGINEERS, DEPARTMENT OF THE ARMY, FROM NEW YORK, NEW YORK, TO SEOUL, KOREA, AND THE TRANSPORTATION OF NOT TO EXCEED 350 POUNDS OF HOLD BAGGAGE FROM SECKENHEIM, GERMANY, TO KOREA AND ASKS THAT YOUR CLAIM, IN VIEW OF SUCH ORDERS, BE RECONSIDERED.

YOUR CLAIM FOR $51.10 REPRESENTING EXPENSES INCURRED BY YOU IN TRAVEL DURING THE PERIOD JANUARY 20 TO 31, 1961, FROM HEIDELBERG, GERMANY, TO NEW YORK, NEW YORK, WAS DISALLOWED BY OUR SETTLEMENT OF MARCH 1, 1967, BECAUSE UNDER TRAVEL ORDER A NCP-HD NO. 1-1179, DATED JANUARY 19, 1961, YOU WERE AUTHORIZED TO TRAVEL AS AN EMPLOYEE OF THE DEPARTMENT OF THE ARMY FROM HEIDELBERG, GERMANY, TO NEW YORK, NEW YORK, ON A SPACE AVAILABLE BASIS, WITHOUT PER DIEM, ENTIRELY AT YOUR OWN EXPENSE FOR THE PURPOSE OF TAKING LEAVE. IN OUR DISALLOWANCE WE POINTED OUT THAT BASED UPON THE INFORMATION FURNISHED IN YOUR CASE, AT THAT TIME, YOU COULD NOT BE CONSIDERED AS HAVING BEEN TRANSFERRED FROM ONE OFFICIAL STATION TO ANOTHER FOR PERMANENT DUTY.

IT WOULD APPEAR THAT WHILE YOU WERE ON LEAVE IN NEW YORK DURING FEBRUARY AND MARCH 1961 YOU WERE EMPLOYED BY THE CORPS OF ENGINEERS AND THE TRAVEL ORDER DATED MARCH 13, 1961, CITED ABOVE, WAS ISSUED AUTHORIZING YOUR TRAVEL AND TRANSPORTATION EXPENSES FROM NEW YORK TO YOUR NEW DUTY STATION, SEOUL, KOREA, TOGETHER WITH TRANSPORTATION OF NOT TO EXCEED 350 POUNDS OF HOLD BAGGAGE FROM SECKENHEIM (WHICH YOU INDICATE IS THE SAME AS HEIDELBERG), GERMANY, TO SEOUL, KOREA.

NOTHING IN THE TRAVEL ORDER OF MARCH 13, 1961, AUTHORIZES PAYMENT OF THE EXPENSES COVERED BY YOUR CLAIM. THE TRAVEL PERFORMED BY YOU DURING THE PERIOD JANUARY 20 TO 31, 1961, WAS AT YOUR OWN EXPENSE AS STIPULATED IN THE TRAVEL ORDER DATED JANUARY 19, 1961. ACCORDINGLY, OUR SETTLEMENT OF MARCH 1, 1967, DENYING YOUR CLAIM MUST BE SUSTAINED.
