INDIVIDUAL WHO WAS RECRUITED FOR POSITION IN OKINAWA BUT BEFORE HIS ARRIVAL IN OVERSEAS HAD POSITION ABOLISHED DUE TO CHANGE IN ORGANIZATION STRUCTURE MAY HAVE SUCH REASONS REGARDED AS BEYOND HIS CONTROL FOR REIMBURSEMENT FOR ROUND-TRIP TRAVEL.

WE REFER AGAIN TO YOUR LETTERS OF AUGUST 31 AND SEPTEMBER 21, 1966, YOUR REFERENCE 4W/L-2510, AND TO OUR LETTERS OF MAY 12 AND JULY 14,1967, CONCERNING THE CLAIM OF MR. JOHNIE G. DAWES FOR ROUND-TRIP TRAVEL AT GOVERNMENT EXPENSE AS AN EMPLOYEE OF THE DEPARTMENT OF THE ARMY, FROM CHARLESTON, SOUTH CAROLINA TO OKINAWA, RYUKYU ISLANDS IN DECEMBER 1965 AND RETURN TO CHARLESTON IN APRIL 1966.

THE REPORT WHICH WE REQUESTED FROM THE DEPARTMENT OF THE ARMY NOW HAS BEEN RECEIVED. THE DIRECTOR OF CIVILIAN PERSONNEL OF THE ARMY INFORMS US THAT THE RECORD INDICATES THAT THE POSITION FOR WHICH MR. DAWES WAS RECRUITED WAS ABOLISHED PRIOR TO HIS ARRIVAL ON OKINAWA BECAUSE OF A CHANGE IN ORGANIZATIONAL STRUCTURE. HE RECOMMENDS THAT MR. DAWES' RETURN TO CHARLESTON BE CONSIDERED AS FOR REASONS BEYOND HIS CONTROL AND ACCEPTABLE TO THE DEPARTMENT OF THE ARMY. WE CONCUR IN THAT RECOMMENDATION.

THEREFORE, A CERTIFICATE OF SETTLEMENT WILL BE ISSUED IN DUE COURSE IN MR. DAWES' FAVOR BY OUR OFFICE FOR THE SUM FOUND DUE FOR HIS ROUND TRIP TRAVEL.
