FURTHER REFERENCE IS MADE TO YOUR LETTER OF OCTOBER 21, 1966, REFERENCE 2 -363, ENCLOSING A VOUCHER IN FAVOR OF MR. DOUGLAS F. CRANE, AN EMPLOYEE OF THE BUREAU OF RECLAMATION, FOR $178.50, COVERING "DRAYAGE" CHARGES INCIDENT TO THE MOVEMENT OF HIS HOUSEHOLD GOODS FROM AN INTERMEDIATE STORAGE POINT AT MERCED, CALIFORNIA, TO HIS HOME AT HIS NEW DUTY STATION IN LOS BANOS, CALIFORNIA.

IN TRANSFERRING FROM HIS FORMER OFFICIAL STATION AT GREAT FALLS, MONTANA, THE CLAIMANT HAD HIS HOUSEHOLD GOODS STORED EN ROUTE ATMERCED- - APPROXIMATELY 35 MILES FROM LOS BANOS--- INSTEAD OF HAVING THEM TRANSPORTED TO LOS BANOS WHERE YOU SAY STORAGE FACILITIES ARE AVAILABLE AT THE WILEY TRANSFER AND STORAGE COMPANY.

WHEN THE CLAIMANT HAD OBTAINED SUITABLE HOUSING IN LOS BANOS HE HAD HIS GOODS TRANSPORTED FROM MERCED TO HIS HOUSE IN LOS BANOS AT A COST OF $182.

WE UNDERSTOOD THAT MR. CRANE HAS BEEN REIMBURSED FOR THE COST OF TRANSPORTING 7,000 POUNDS OF HOUSEHOLD GOODS FROM GREAT FALLS TO LOS BANOS AND ONE MONTH'S STORAGE CHARGES INCLUDING WAREHOUSE HANDLING CHARGES.

SECTION 2 - TEMPORARY STORAGE AND RELATED EXPENSES, TABLE 5,GSA BULLETIN FPMR, A-2, SUPPLEMENT 5, IN EFFECT AT THE TIME OF THE TRANSPORTATION AND STORAGE OF CLAIMANT'S GOODS PROVIDES, IN PART, AS FOLLOWS:

"THE FOLLOWING TABLE CONTAINS THE APPLICABLE COMMUTED RATES WHICH SHALL BE USED AS A BASIS FOR REIMBURSING EMPLOYEES FOR THE EXPENSES INCURRED IN CONNECTION WITH THE TEMPORARY STORAGE OF THEIR HOUSEHOLD GOODS AND PERSONAL EFFECTS IN WAREHOUSES LOCATED IN THE AREAS INDICATED. THESE RATES INCLUDE FACTORS COVERING THE PICKUP OR DELIVERY (DRAYAGE) AND WAREHOUSE HANDLING CHARGES, AS WELL AS THE ACTUAL STORAGE RATES. HOWEVER, AS PROVIDED IN BUREAU OF THE BUDGET CIRCULAR NO. A-56, THE AMOUNT OF REIMBURSEMENT SHALL NOT EXCEED THE AMOUNT ACTUALLY PAID TO THE CARRIER FOR THE STORAGE AND RELATED SERVICES INVOLVED.'

SINCE IT APPEARS FROM THE RECORD THAT THE CLAIMANT HAS BEEN REIMBURSED FOR TRANSPORTATION CHARGES AND FOR STORAGE AND RELATED CHARGES ACTUALLY PAID BY HIM TO THE CARRIER, NO PAYMENT TO HIM FOR DRAYAGE OR TRANSPORTATION FROM MERCED IS AUTHORIZED UNDER LAW. DISTINGUISH 41 COMP. GEN. 559 IN WHICH STORAGE FACILITIES WERE NOT AVAILABLE AT THE EMPLOYEE'S NEW OFFICIAL STATION.

THEREFORE, THE VOUCHER FOR $178.50 WHICH IS RETURNED HEREWITH MAY NOT BE CERTIFIED FOR PAYMENT.
