DARTEZ WAS ONE OF SOME 172 EMPLOYEES WHO WERE TRANSFERRED FROM NEW ORLEANS. WERE TRANSPORTED AT GOVERNMENT EXPENSE BEGINNING MAY 6. DARTEZ WAS AUTHORIZED STORAGE OF HIS HOUSEHOLD EFFECTS FOR 60 DAYS BEGINNING MARCH 31. THIS STORAGE PROVISION WAS AT THE REQUEST OF MR. DARTEZ FEELS THAT BECAUSE HIS EFFECTS WERE PACKED BY THE STORAGE COMPANY WHICH RELIEVED THE SECOND COMPANY OF THAT EXPENSE. IN SUPPORT OF CLAIMS FOR REIMBURSEMENT UNDER THE COMMUTED RATE SYSTEM EMPLOYEES SHALL SUBMIT (1) THE ORIGINAL OR A CERTIFIED COPY OF THE RECEIPTED WAREHOUSE BILL FOR TEMPORARY STORAGE * * WE NOTE THAT YOU HAVE FURNISHED EVIDENCE ONLY OF AN UNRECEIPTED BILL SHOWING COST OF MOVING EFFECTS TO WAREHOUSE.

ON SEPTEMBER 19, 1966, FILE MS-430, THE ACTING CHIEF, ACCOUNTING PROGRAMS DIVISION, OFFICE OF MANAGEMENT SERVICES, TRANSMITTED HERE YOUR LETTER OF SEPTEMBER 12, 1966, AND ENCLOSURES, FILE SW-24, PERTAINING TO THE CLAIM OF LUCHES P. DARTEZ, JR., FOR REIMBURSEMENT OF AN ADDITIONAL AMOUNT ALLEGED TO BE DUE FOR PACKING AND CRATING OF HOUSEHOLD EFFECTS WHICH WERE STORED INCIDENT TO HIS PERMANENT CHANGE OF STATION AS AN EMPLOYEE OF THE FEDERAL AVIATION AGENCY.

MR. DARTEZ WAS ONE OF SOME 172 EMPLOYEES WHO WERE TRANSFERRED FROM NEW ORLEANS, LOUISIANA, TO HOUSTON, TEXAS, IN JUNE 1965. THE HOUSEHOLD EFFECTS OF THE EMPLOYEES INCLUDING THOSE OF MR. DARTEZ, WERE TRANSPORTED AT GOVERNMENT EXPENSE BEGINNING MAY 6, 1965, UNDER A SINGLE CONTRACT. HOWEVER, BY TRAVEL ORDER DATED MARCH 22, 1965, COVERING A CHANGE OF OFFICIAL STATION, MR. DARTEZ WAS AUTHORIZED STORAGE OF HIS HOUSEHOLD EFFECTS FOR 60 DAYS BEGINNING MARCH 31, 1965. THIS STORAGE PROVISION WAS AT THE REQUEST OF MR. DARTEZ WHO STORED HIS HOUSEHOLD EFFECTS WITH A COMPANY OTHER THAN THE ONE SUBSEQUENTLY AWARDED THE CONTRACT TO HAUL THE HOUSEHOLD EFFECTS. MR. DARTEZ FEELS THAT BECAUSE HIS EFFECTS WERE PACKED BY THE STORAGE COMPANY WHICH RELIEVED THE SECOND COMPANY OF THAT EXPENSE, HE SHOULD BE ENTITLED TO AN AMOUNT IN EXCESS OF THE AMOUNT DUE UNDER THE COMMUTED RATE SYSTEM FOR STORAGE.

SECTION 2.1G OF BUREAU OF THE BUDGET CIRCULAR NO. A-56 PROVIDES IN PART AS FOLLOWS:

"G. DOCUMENTATION REQUIRED. IN SUPPORT OF CLAIMS FOR REIMBURSEMENT UNDER THE COMMUTED RATE SYSTEM EMPLOYEES SHALL SUBMIT (1) THE ORIGINAL OR A CERTIFIED COPY OF THE RECEIPTED WAREHOUSE BILL FOR TEMPORARY STORAGE * *

WE NOTE THAT YOU HAVE FURNISHED EVIDENCE ONLY OF AN UNRECEIPTED BILL SHOWING COST OF MOVING EFFECTS TO WAREHOUSE, ONE MONTH'S STORAGE, WAREHOUSE HANDLING, INSURANCE AND PACKING AND HAVE REIMBURSED THE EMPLOYEE ON THE BASIS OF TWO MONTHS' STORAGE. HOWEVER, WE ASSUME YOU HAVE THE NECESSARY EVIDENCE TO COMPLY WITH SECTION 2.1G ABOVE.

SECTION 2.1E PROVIDES IN PART AS FOLLOWS:

"E. REIMBURSEMENT FOR TEMPORARY STORAGE EXPENSES. WHEN THE COMMUTED RATE SYSTEM IS USED FOR TEMPORARY STORAGE, THE AMOUNT TO BE PAID TO THE EMPLOYEE SHALL BE DETERMINED IN ACCORDANCE WITH THE TABLE OF STORAGE ALLOWANCES IN THE COMMUTED RATE SCHEDULE * * *. HOWEVER, THE AMOUNT OF REIMBURSEMENT SHALL NOT EXCEED THE AMOUNT ACTUALLY PAID FOR THE STORAGE.' YOU SAY THAT 4,420 POUNDS OF HOUSEHOLD EFFECTS WERE PLACED IN STORAGE BY MR. DARTEZ. GSA BULLETIN FPMR NO. A-2, ATTACHMENT A, PROVIDES A COMMUTED RATE FOR TEMPORARY STORAGE IN LOUISIANA FOR 4,420 POUNDS OF HOUSEHOLD EFFECTS AT $2.70 PER HUNDRED WEIGHT FOR THE FIRST 30 DAYS AND $0.60 ADDITIONAL STORAGE PER HUNDRED WEIGHT FOR THE SECOND 30 DAYS. THE TOTAL WOULD AMOUNT TO $145.86 WHICH YOU SAY MR. DARTEZ HAS BEEN REIMBURSED.

WHILE THE COMMUTED RATE IS LESS THAT THE AMOUNT MR. DARTEZ SAYS HE PAID FOR THE STORAGE AND INCIDENTAL EXPENSES ($226.25), THERE IS NO AUTHORITY TO PAY HIM ANY ADDITIONAL AMOUNT AND THE VOUCHER WHICH IS RETURNED HEREWITH, WITH RELATED PAPERS, MAY NOT BE CERTIFIED FOR PAYMENT.
