TRAVEL AND TRANSPORTATION ALLOWANCE COMMITTEE WHEREIN OUR DECISION IS REQUESTED UPON THE QUESTION OF THE PROPRIETY OF ISSUANCE OF THE FOLLOWING AMENDMENT TO JOINT TRAVEL REGULATIONS. PER DIEM WILL BE REIMBURSED ON THE BASIS OF THE ACTUAL NUMBER OF DAYS REQUIRED TO COMPLETE THE TRAVEL. WHICHEVER IS LESS. OUR DELAY IN REPLYING TO YOUR UNDER SECRETARY'S REQUEST FOR DECISION WAS OCCASIONED BY THE FACT THAT THE BUREAU OF THE BUDGET HAS HAD UNDER CONSIDERATION THE ISSUANCE OF AN AMENDMENT TO THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS GOVERNING REIMBURSEMENT FOR PRIVATELY OWNED VEHICLE TRAVEL WHEN USED BY EMPLOYEES FOR PERSONAL REASONS IN LIEU OF AVAILABLE GOVERNMENT VEHICLE TRANSPORTATION. SUCH AMENDMENT WAS PROMULGATED ON FEBRUARY 7.

TO THE SECRETARY OF THE ARMY:

WE REFER TO LETTER OF JUNE 14, 1966, FROM THE UNDER SECRETARY OF THE ARMY AND CHAIRMAN OF THE PER DIEM, TRAVEL AND TRANSPORTATION ALLOWANCE COMMITTEE WHEREIN OUR DECISION IS REQUESTED UPON THE QUESTION OF THE PROPRIETY OF ISSUANCE OF THE FOLLOWING AMENDMENT TO JOINT TRAVEL REGULATIONS, VOLUME 2, CHAPTER 6, PART D, PARAGRAPH C 6158.

"C 6158 USE OF PRIVATELY OWNED AUTOMOBILE IN LIEU OF GOVERNMENT AUTOMOBILE FOR TEMPORARY DUTY

"WHEN A TRAVELER AUTHORIZED TO PERFORM TEMPORARY DUTY TRAVEL BY GOVERNMENT AUTOMOBILE ELECTS TO USE A PRIVATELY OWNED AUTOMOBILE FOR HIS PERSONAL CONVENIENCE, REIMBURSEMENT ON A MILEAGE BASIS MAY BE AUTHORIZED AT THE RATE ESTABLISHED BY THE GENERAL SERVICES ADMINISTRATION AS THE AVERAGE COST PER MILE FOR OPERATION OF GOVERNMENT AUTOMOBILES. PER DIEM WILL BE REIMBURSED ON THE BASIS OF THE ACTUAL NUMBER OF DAYS REQUIRED TO COMPLETE THE TRAVEL, OR ON THE BASIS OF AN AVERAGE DISTANCE OF 300 MILES PER CALENDAR DAY, WHICHEVER IS LESS. ONE-FOURTH OF THE PRESCRIBED PER DIEM RATE MAY BE ALLOWED FOR EACH ONE-FOURTH OF THE PRESCRIBED PER DIEM RATE MAY BE ALLOWED FOR EACH ONE-FOURTH OF THE PRESCRIBED DISTANCE (75 MILES) OR FRACTION THEREOF.'

AS INDICATED IN OUR LETTER OF JULY 7, 1966, TO YOU, OUR DELAY IN REPLYING TO YOUR UNDER SECRETARY'S REQUEST FOR DECISION WAS OCCASIONED BY THE FACT THAT THE BUREAU OF THE BUDGET HAS HAD UNDER CONSIDERATION THE ISSUANCE OF AN AMENDMENT TO THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS GOVERNING REIMBURSEMENT FOR PRIVATELY OWNED VEHICLE TRAVEL WHEN USED BY EMPLOYEES FOR PERSONAL REASONS IN LIEU OF AVAILABLE GOVERNMENT VEHICLE TRANSPORTATION.

SUCH AMENDMENT WAS PROMULGATED ON FEBRUARY 7, 1967. SEE TRANSMITTAL MEMORANDUM NO. 6 OF BUREAU OF THE BUDGET CIRCULAR NO. A-7. SINCE THE BUREAU OF THE BUDGET REGULATION NOW IS DISPOSITIVE OF THE MATTER WE UNDERSTAND THAT NO FURTHER ACTION UPON YOUR UNDER SECRETARY'S LETTER IS DESIRED. THEREFORE, WE ARE CLOSING OUR FILES PERTAINING TO THE MATTER.
