REFERENCE IS MADE TO THE LETTER OF MARCH 24, 1966, FROM MR. GEORGE F. STICKNEY, DEPUTY FISCAL ASSISTANT SECRETARY OF YOUR DEPARTMENT, WHICH REQUESTS PERMISSION TO DEVIATE FROM PRESCRIBED PROCEDURES CONCERNING THE USE OF GOVERNMENT BILLS OF LADING BY THE USE OF A SIMPLIFIED BILL OF LADING AND RECEIPT FORM IN LIEU OF THE FORMAL GOVERNMENT BILL OF LADING.

THE LETTER STATES THAT THE PROPOSED PROCEDURE WOULD BE USED TO COVER DAILY SHIPMENTS OF CASH ITEMS (MAINLY RESTRICTIVELY ENDORSED COMMERCIAL CHECKS FOR CREDIT IN THE ACCOUNT OF THE TREASURER OF THE UNITED STATES), WEIGHING APPROXIMATELY 40 TO 60 POUNDS, AT A COST OF $5.00 FOR EACH DELIVERY, FROM WASHINGTON D. C., TO THE FEDERAL RESERVE BANK, RICHMOND, VIRGINIA, UNDER CONTRACTUAL ARRANGEMENTS.

THE LETTER FURTHER REQUESTS APPROVAL TO ADMINISTER THE CONTRACT AS ONE PRIMARILY FOR THE RENDITION OF A SPECIAL NONPERSONAL SERVICE AND IN MAKING PAYMENTS THEREUNDER, TO FOLLOW THE PROCEDURES AND FORMS APPLICABLE TO SERVICE CONTRACTS.

IN VIEW OF THE REPETITIVE NATURE OF THE SHIPMENTS, THE REPORTED REQUIREMENT FOR TIMING OF THE PICK UP AND DELIVERY OF THE POUCHES, THE UNAVAILABILITY OF THE SERVICES FROM OTHER TRANSPORTATION FACILITIES, THE ECONOMICAL RATE AT WHICH THE SERVICE IS TO BE PROCURED, THE SMALL AMOUNT OF THE CHARGES AND THE LIMITED VALUE OF THE RESTRICTIVELY ENDORSED COMMERCIAL PAPER, WE APPROVE YOUR REQUEST TO EXEMPT THE TREASURY DEPARTMENT FROM COMPLYING WITH THE PROVISIONS OF 5 GAO 3010.10 FOR THE DAILY SHIPMENTS OF POUCHES OF CASH ITEMS FROM WASHINGTON, D. C., TO RICHMOND, VIRGINIA. THEREFORE, YOU ARE AUTHORIZED TO USE THE SIMPLIFIED BILL OF LADING AND RECEIPT FORM IN LIEU OF THE FORMAL GOVERNMENT BILL OF LADING UNDER THE CONDITIONS DESCRIBED BY MR. STICKNEY, TO ADMINISTER THE CONTRACT AS ONE PRIMARILY FOR THE RENDITION OF A SPECIAL SERVICE AND, IN MAKING PAYMENTS THEREUNDER, TO FOLLOW THE PROCEDURES AND FORMS APPLICABLE TO SERVICE CONTRACTS.

UPON FINAL AGREEMENT WITH THE CARRIER, A COPY OF THE CONTRACT SHOULD BE TRANSMITTED TO THE TRANSPORTATION DIVISION, GENERAL ACCOUNTING OFFICE.
