FLYNN WAS TRANSFERRED FROM NEW ORLEANS. HE IS CLAIMING MILEAGE AND PER DIEM FOR THE EXTRA MILEAGE AND TRAVEL TIME RESULTING FROM HIS TRAVEL BY AN INDIRECT ROUTE RATHER THAN A DIRECT ROUTE TO WASHINGTON ON THE GROUNDS THAT IT WAS NECESSARY FOR HIM TO BE PRESENT WHEN HIS HOUSEHOLD GOODS ARRIVED AT FORT LAUDERDALE AND THAT THE COST OF MOVING HIS GOODS TO FORT LAUDERDALE WAS LESS THAN MOVING THEM TO WASHINGTON. HE IS CLAIMING THE ADDED EXPENSE OF TRAVEL OCCASIONED BY HIS TRAVEL VIA FORT LAUDERDALE AS PART OF THE COST OF MOVING HIS HOUSEHOLD GOODS. YOUR LETTER OF JANUARY 11, 1966, REFERENCE 423, REQUESTS OUR DECISION WHETHER A RECLAIM VOUCHER IN FAVOR OF MR. LOYAL V. FLYNN, A CIVILIAN EMPLOYEE OF THE MARITIME ADMINISTRATION, MAY BE CERTIFIED FOR PAYMENT.

MR. FLYNN WAS TRANSFERRED FROM NEW ORLEANS, LOUISIANA, TO WASHINGTON, D.C. INSTEAD OF SENDING HIS HOUSEHOLD GOODS TO WASHINGTON, MR. FLYNN HAD THEM SHIPPED TO FORT LAUDERDALE, FLORIDA. IN ORDER TO INSPECT THE GOODS FOR DAMAGE, DESIGNATE THE LOCATION OF FURNITURE TO BE PUT IN HIS HOUSE IN FORT LAUDERDALE, ETC., MR. FLYNN TRAVELED BY CAR TO WASHINGTON VIA FORT LAUDERDALE. HE IS CLAIMING MILEAGE AND PER DIEM FOR THE EXTRA MILEAGE AND TRAVEL TIME RESULTING FROM HIS TRAVEL BY AN INDIRECT ROUTE RATHER THAN A DIRECT ROUTE TO WASHINGTON ON THE GROUNDS THAT IT WAS NECESSARY FOR HIM TO BE PRESENT WHEN HIS HOUSEHOLD GOODS ARRIVED AT FORT LAUDERDALE AND THAT THE COST OF MOVING HIS GOODS TO FORT LAUDERDALE WAS LESS THAN MOVING THEM TO WASHINGTON. IN OTHER WORDS, HE IS CLAIMING THE ADDED EXPENSE OF TRAVEL OCCASIONED BY HIS TRAVEL VIA FORT LAUDERDALE AS PART OF THE COST OF MOVING HIS HOUSEHOLD GOODS. TRAVEL PERFORMED TO INSPECT THE CONDITION OF HOUSEHOLD GOODS, PAY FOR THE MOVING COSTS, ARRANGE THEM IN ONE'S DWELLING, ETC., IS NOT A PART OF THE COST OF MOVING HOUSEHOLD GOODS FOR WHICH AN EMPLOYEE MAY BE REIMBURSED. MR. FLYNN'S DECISION TO SEND HIS GOODS TO FORT LAUDERDALE RATHER THAN HIS NEW STATION AND TO TRAVEL THERE TO BE PRESENT WHEN THE GOODS ARRIVED DOES NOT OBLIGATE THE GOVERNMENT TO REIMBURSE HIM FOR TRAVEL EXPENSES IN EXCESS OF THE COST OF DIRECT TRAVEL TO HIS NEW DUTY STATION.

THE VOUCHER, WHICH IS RETURNED HEREWITH, MAY NOT BE CERTIFIED FOR PAYMENT.
