GENERAL SERVICES: REFERENCE IS MADE TO A LETTER OF APRIL 11. THE PROGRAM WILL REQUIRE CONSTRUCTION AND SUPPLY CONTRACTORS TO PURCHASE FROM THE GOVERNMENT. WE HAVE NO COMMENTS TO OFFER BASED ON SUCH EXPERIENCE REGARDING THE FEASIBILITY OR PRACTICABILITY OF THE PROPOSED METHOD AND PROCEDURES SET FORTH IN THE AMENDMENT TO CARRY OUT THE PROGRAM.

TO THE ADMINISTRATOR, GENERAL SERVICES:

REFERENCE IS MADE TO A LETTER OF APRIL 11, 1966, FROM YOUR DEPUTY GENERAL COUNSEL TRANSMITTING FOR OUR COMMENTS AND VIEWS A PROPOSED AMENDMENT OF THE FEDERAL PROCUREMENT REGULATIONS REGARDING THE USE OF EXCESS STOCKPILE ALUMINUM. THE PROPOSED AMENDMENT PRESCRIBES PROCEDURES TO IMPLEMENT THE GOVERNMENT USE PROGRAM FOR THE DISPOSAL OF EXCESS ALUMINUM NOW IN THE NATIONAL STOCKPILE. THE PROGRAM WILL REQUIRE CONSTRUCTION AND SUPPLY CONTRACTORS TO PURCHASE FROM THE GOVERNMENT, DIRECTLY OR THROUGH SUBCONTRACTORS OR SUPPLIERS, EXCESS ALUMINUM EQUAL IN WEIGHT TO THE WEIGHT OF ALUMINUM PRODUCTS PURCHASED BY THE GOVERNMENT OR USED IN THE PRODUCTION OF ITEMS DELIVERED UNDER GOVERNMENT CONTRACTS.

WE AGREE IN PRINCIPLE WITH THE PROPOSED AMENDMENT SINCE IT IMPLEMENTS AND EXTENDS THE RECOMMENDATION IN OUR REPORT TO THE CONGRESS (B-125067, MAY 31, 1962), COPY ENCLOSED, ENTITLED ,REVIEW OF POLICIES AND PROCEDURES FOR THE USE OF EXCESS STOCKPILED MATERIALS BY FEDERAL GOVERNMENT AGENCIES, OFFICE OF CIVIL AND DEFENSE MOBILIZATION.'

OUR OFFICE HAS NO OPERATING RESPONSIBILITY OR EXPERIENCE IN THE MATTERS COVERED BY THE PROPOSED AMENDMENT. ACCORDINGLY, WE HAVE NO COMMENTS TO OFFER BASED ON SUCH EXPERIENCE REGARDING THE FEASIBILITY OR PRACTICABILITY OF THE PROPOSED METHOD AND PROCEDURES SET FORTH IN THE AMENDMENT TO CARRY OUT THE PROGRAM.
