THE SUBVOUCHER WAS "APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT.'. YOU SAY YOUR DOUBTS IN THE MATTER ARE CONCERNED WITH THE PAYMENT OF ROUND TRIP TAXICAB FARES FROM MISS GRAY'S RESIDENCE IN WASHINGTON. ON A SATURDAY AND SUNDAY WHEN OVERTIME WAS PERFORMED. IT IS NOTED THAT MISS GRAY SAYS THAT IT WAS NECESSARY TO USE A TAXICAB BECAUSE SHE WAS REQUIRED TO CARRY A HEAVY SAMPLE CASE. WE HAVE INFORMALLY ASCERTAINED FROM YOUR OFFICE THAT MISS GRAY HAD THE SAMPLE CASE AT HOME ON THE WEEKEND OF DECEMBER 19 AND 20 AS SHE NEEDED THE CONTENTS THEREOF FOR WORK SHE WAS DOING AT HOME AFTER WORKING HOURS. SECTION 3.4A OF THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS PROVIDES FOR THE USE OF A TAXICAB WHENEVER AN EMPLOYEE IS ENGAGED ON OFFICIAL BUSINESS WITHIN OR OUTSIDE HIS DESIGNATED POST OF DUTY IF AUTHORIZED OR APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT.

THIS REFERS TO YOUR LETTER OF FEBRUARY 19, 1965, REFERENCE 3BCRPA, WITH ENCLOSURES, REQUESTING OUR DECISION AS TO THE PROPRIETY OF CERTIFYING FOR PAYMENT THE VOUCHER THEREWITH SUBMITTED IN FAVOR OF MRS. THERESA COFFINDAFFER, A GENERAL SERVICES ADMINISTRATION CASHIER, FOR THE AMOUNT SHE DISBURSED TO MARGARET WOOD GRAY ON A SUBVOUCHER.

THE SUBVOUCHER COVERS AMOUNTS CLAIMED BY MISS GRAY FOR TAXICAB FARES THAT SHE HAS PAID ON VARIOUS DATES FROM DECEMBER 10, 1964, THROUGH JANUARY 8, 1965. THE SUBVOUCHER WAS "APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT.'

YOU SAY YOUR DOUBTS IN THE MATTER ARE CONCERNED WITH THE PAYMENT OF ROUND TRIP TAXICAB FARES FROM MISS GRAY'S RESIDENCE IN WASHINGTON, D.C., TO THE EXECUTIVE OFFICE BUILDING IN WASHINGTON, D.C., ON A SATURDAY AND SUNDAY WHEN OVERTIME WAS PERFORMED. IT IS NOTED THAT MISS GRAY SAYS THAT IT WAS NECESSARY TO USE A TAXICAB BECAUSE SHE WAS REQUIRED TO CARRY A HEAVY SAMPLE CASE--- CONTAINING GOVERNMENT EQUIPMENT--- PLUS AN ATTACHE CASE. WE HAVE INFORMALLY ASCERTAINED FROM YOUR OFFICE THAT MISS GRAY HAD THE SAMPLE CASE AT HOME ON THE WEEKEND OF DECEMBER 19 AND 20 AS SHE NEEDED THE CONTENTS THEREOF FOR WORK SHE WAS DOING AT HOME AFTER WORKING HOURS.

SECTION 3.4A OF THE STANDARDIZED GOVERNMENT TRAVEL REGULATIONS PROVIDES FOR THE USE OF A TAXICAB WHENEVER AN EMPLOYEE IS ENGAGED ON OFFICIAL BUSINESS WITHIN OR OUTSIDE HIS DESIGNATED POST OF DUTY IF AUTHORIZED OR APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT. IN VIEW OF THE NECESSITY TO TRANSPORT THE GOVERNMENT EQUIPMENT, WHICH WAS HEAVY, AND SINCE THE USE OF THE TAXICAB HAS BEEN APPROVED AS ADVANTAGEOUS TO THE GOVERNMENT, WE HAVE NO OBJECTION TO THE PAYMENT OF THE TAXICAB FARES.

THEREFORE, THE VOUCHER WHICH, WITH ACCOMPANYING PAPERS, IS RETURNED HEREWITH, MAY BE CERTIFIED FOR PAYMENT.
