THE BASIS FOR CONCURRENCE IN YOUR POSITION BY THE DEPARTMENT IS THAT AIR FORCE PROCUREMENT INSTRUCTION 5-650.1 (C) (2) IS SPECIFIED THAT THE GOVERNMENT PRINTING OFFICE TERM CONTRACT IS MANDATORY FOR USE WITHIN THE AIR FORCE. PERFORMANCE OF THE ORDER IS REPORTED TO BE COMPLETE AND IT IS NOT THE POLICY OF OUR OFFICE TO DISTURB AWARDS IN THOSE CIRCUMSTANCES.

OUR OFFICE HAS RECEIVED FROM THE DEPARTMENT OF THE AIR FORCE A REPORT SUSTAINING THE PROTEST IN YOUR LETTER OF SEPTEMBER 24, 1964, THAT THE PROCURING ACTIVITY AT LAURENCE G. HANSCOM FIELD ERRED IN PERMITTING ATLANTIC BUSINESS FORMS COMPANY TO OFFER A VOLUNTARY PRICE REDUCTION BELOW ITS LISTED PRICE AND YOUR COMPANY'S LOWER LISTED PRICE IN THE GOVERNMENT PRINTING OFFICE TERM CONTRACT FOR MARGINALLY PUNCHED CONTINUOUS FORMS AND IN ISSUING TO ATLANTIC AN ORDER BASED UPON THE REDUCED PRICE.

HOWEVER, THE DEPARTMENT OF THE AIR FORCE APPRECIATES THE SERIOUSNESS OF THE MATTER AND INTENDS TO ISSUE APPROPRIATE INSTRUCTIONS TO PRECLUDE A RECURRENCE OF THE SITUATION.
